RE: Biennial Comparability Report

BACKGROUND INFORMATION
The legislation requires that Title I funds supplement, rather than supplant, funds that would otherwise be available from State and local sources.  The Comparability Report, required by the Division of Compensatory Education, ensures that Indiana districts comply with regulatory requirements of section 1120A(c) of P.L. 103-382.

Current year data must be collected when completing the Comparability Report.  Typically, data are based on fall counts for enrollment and staffing.  In any case, two criteria apply: (1) the data collection date used by the LEA may be no later than November 1, 2006; and (2) all data reported--enrollments, staff FTEs/salaries--must reflect conditions as of the same date.

SUMMARY
The revised Title I Comparability Handbook and reporting forms are available on-line; however, on-line reporting is not yet available.   Those LEAs with only one school building in each grade span (e.g., K-6, 7-8, 9-12; or K-12; etc.), or if the LEA has a total enrollment of 1,000 students or less, are exempt from calculating comparability.  However, each district must submit comparability forms indicating status of their comparability and a copy of the district’s Eligible Schools Summary sheet, page 9, of the approved 2006-2007 Title I Application for Grant.  

Comparability reports are due to the State by November 15.  Each district must complete Form A.  Reporting districts then have the option of using either Form B1 OR Form B2 to demonstrate comparability among schools within grade spans.  General instructions are provided for each form.  For further instructions for completing these forms, refer to the Comparability Handbook (08/2006). This handbook details procedures and requirements for submitting the district’s reports.  Specific examples are included for completing each form. 
 
Please copy the Comparability Report for district files, and submit the signed originals to the SEA. Attach a copy of the district’s Eligible Schools Summary sheet, page 9, of the approved 2006-2007 Title I Application for Grant, when submitting the Comparability Report to the State.
