Time and Effort/Semi-Annual Certification
Additional information has been provided to our office regarding time and effort and semi-annual certification. State Board of Accounts expects time and effort to be documented in hours and not percentages on a monthly basis. Semi-annual certification must be completed every six months for any employee who is paid solely with federal funds from a single cost objective (Title I). Newly released fiscal non-regulatory guidance has provided information regarding semi-annual certification and time and effort logs for schoolwide programs. A school operating a schoolwide program that has an employee who works on multiple cost objectives must maintain a time and effort log unless the school consolidates eligible Federal, State, and local funds under a single account. Schoolwide programs will keep track of time distribution like targeted assistance programs unless funds are consolidated. Supplemental Education Services
Guidelines for school districts that must offer Supplemental Education Services (SES) are being developed. Districts will be required to offer onsite SES for all providers for schools that are in year four of improvement or beyond unless a high percentage participation rate has been demonstrated. Since this is a new requirement, I will contact any district that must adhere to this requirement.
School Support Teams
After Adequately Yearly Progress (AYP) was released, we sent surveys to teachers and principals in schools that are in improvement. We will be contacting principals and teachers that have not returned the surveys for a phone interview. In August and September we will conduct site visits to many of these schools to help determine which schools need a school support team. We need to have this done by October so that we can allocate school improvement funds.
