Reading Textbook Review (Spring/Summer 2012)

The overall format and structure of the core reading program rubrics was adopted from the Reviewing a Reading Program Professional Development Participant's Guide, developed for the Center on Instruction by the Florida Center for Reading Research at Florida State University. All reviewers were current Indiana educators at all levels, including classroom teachers, reading coaches, school and corporation administrators, and higher education faculty. Final determinations were made by an internal review team at the Indiana Department of Education.

Approved Core Reading Programs

Under 511 IAC 6.2-3.1-4, a school must offer a research-based core reading program unless the school meets the following two criteria:

  1. The state board determines that the school falls within one of the top two performance categories under 511 IAC 6.2-6-5. Schools may access their status on our P.L. 221 webpage.
  2. Ninety percent (90%) of students pass the IREAD-3 assessment. For more information on this calculation, please review this memo.

The following is an exhaustive list of comprehensive core reading programs that have been reviewed for approval as a research-based core reading program under 511 IAC 6.2-3.1-4. Core reading programs received one of the following designations:

  1. Fully approved for adoption. For a program to receive this designation, all grade levels must consistently meet or exceed expectations for each category. A school that does not meet both of the criteria above may adopt a program that is "fully approved for adoption" as its core reading program.
  2. Approved with reservations. For a program to receive this designation, some grade levels must consistently meet or exceed expectations for each category. However, for these program 1-2 grade levels only partially meet expectations. A school that does not meet both of the criteria above may adopt a program that is "approved with reservations" as its core reading program, but the school should be aware of the apparent weaknesses in the program.
  3. Not approved for adoption. For a program to receive this designation, multiple grade levels only partially meet or exceed expectations. A school that does not meet both of the criteria above may not adopt a program that is "not approved for adoption" as its core reading program.

Additional Core Programs for 2012-13

Schools that do not meet the above criteria may delay adoption of an approved core reading program from the above list for one year if they adopted an approved program in 2007. Please note that materials on the 2006 Approved List will satisfy the definition of an approved core reading program for 2012-13 only.
