Indiana High School Graduation Rate

Documentation of Data


IC 20-26-13-12 requires the Department of Education to calculate an estimated graduation rate for every Indiana high school. The rate is determined by the total number of graduates for the reporting year divided by the total number of students enrolled at grade nine at the school three (3) years before the reporting year. If the actual rate varies from the estimated rate by more than five percent, the Department shall request the data used in determining the students missing from the cohort. If a school cannot provide written proof that justifies the removal of students from the cohort, removed students shall be added back to the cohort, the graduation rate shall be recalculated and the recalculated graduation rate shall be published in the next annual performance report. A school must have written proof that students left school for one of the reasons that justify removal from cohort. If not, the student is considered a dropout.

Schools must keep appropriate documentation on students and be able to provide written proof on request for the the following situations:
Transfer to an Indiana public school or an Indiana non-public school accredited by the State Board of Education

Proof: STN system would document the transfer. A request for records that includes the four-digit school number assigned by the IDOE is also acceptable.

Transfer to a school in another state or an Indiana non-public school that is not accredited by the State Board of Education

Proof: A request for records from the school on letterhead or an official form confirming the transfer is needed. A request for records that includes the four-digit school number assigned by the IDOE is also acceptable.

Removal by the student’s parents under IC 20-33-2-28 to provide instruction equivalent to that given in the public schools (Home School)

Withdrawal because of a long-term medical condition or death

Proof: A written statement from a physician, with an unlimited license to practice medicine in Indiana, that includes the recommended period of absence and the reason prohibiting the student from attending school or a death certificate would be sufficient. A chiropractor's note will not suffice.

Detention by a law enforcement agency or the department of correction

Proof: A copy of the appropriate document involving the reasons for the removal from school would be sufficient. STN could be used as a backup documentation for the transfer of a student to a correctional facility or detention center if that entity has a four-digit school number assigned by the IDOE.

Placement by a court order or the division of family and children

Proof: Either a copy of the court order, a confirmation letter on letterhead, or an official form from the division of family and children that includes the length of time prescribed and the reason for the removal from the school, is required.

Enrollment in a virtual school

Proof:  A request for records from the virtual school on letterhead or an official form confirming that the student has enrolled for appropriate grade-level classes that lead to a diploma is required.

Graduation before the beginning of the reporting year

Proof: Either a graduation student list from the previous year, a copy of the issued diploma or a student transcript is required.

Students who cannot be located within the boundaries of the school corporation and who have attended school in Indiana for less than one (1) year
Proof: If a student cannot be located, the principal must make and document three attempts, using at least two different methods, to locate the student. One of the methods must be a certified letter to the last known address, inquiring about student’s whereabouts and status. If the student that attends school in Indiana for less than a year, is not located after three attempts, the principal may consider the student's status resolved.
Students who cannot be located within the boundaries of the school corporation and have been reported to the Indiana Missing Children Clearinghouse

Proof: If a student cannot be located, the principal must make and document three attempts, using at least two different methods, to locate the student. One of the methods must be a certified letter to the last known address, inquiring about student’s whereabouts and status. The student's information, including last known address, parent or guardian name, student testing number, and other pertinent data must be sent to the Indiana Missing Children Clearinghouse . The clearinghouse will send both the school and the Department of Education the appropriate documentation.

Withdrawing from school before graduation, if the student is a high ability student (as defined in IC 20-36-1-3) who is a full-time student at an accredited institution of higher education during the semester in which the cohort graduates

Proof: A transcript from an accredited institution of higher education, showing a full time course load, is required.
