 SUBJECT: Proposed Licensure Framework: Next Steps

At its January meeting, the Board will receive three documents from the Licensure Committee: (1) a summary of the feedback received thus far regarding the recommendations made to the Board in June by the Licensure Committee; (2) a response to the feedback received by the Licensure Committee; and (3) a revised document summarizing the recommendations of the Licensure Committee based on feedback received thus far.

The Committee will then proceed to address issues as yet unresolved based on its revised charge, to be approved by the Board in January 1999, in order to finalize its work for presentation to the Board in June 1999. Concurrent with the work of the Licensure Committee, the Standards Review Cycle Committee, to be appointed by the Board in January 1999 will consider the process and criteria for reviewing the 17 sets of Board-adopted standards and for creating new sets of standards.

The purpose of the November 1998 meeting is to enable the Board to review what has occurred with regard to steps leading to the Draft Licensure Framework, to discuss Board members' current perceptions with regard to that process, and to reaffirm or redirect next steps as a result of those perceptions. To assist the Board in its deliberations, several documents are attached:

· The Draft Licensure Framework, the format of which has been edited as a result of feedback from the June presentation to Board members and education stake holders; please note that the attached document likely will be revised by a Licensure Committee edit team as a result of feedback received from focus groups and individuals since the release of the Draft Framework in June.

· A March 20, 1997, Memorandum to the Board regarding the discussion session on the Licensure Committee charge and the Board's perceptions regarding "The Charge" resulting from that meeting; these perceptions led to the formal charge, which was approved by the Board at its May 1997 meeting.

· A time line depicting steps leading to the Licensure Committee's recommendations for the Licensure Framework, which began in September 1994 when the Board selected the foci for the first two advisory groups charged with developing performance-based standards.

· The Ten Principles adopted by the Board in June 1995, which guided the development of the Board's standards; please note that the principles include linking the standards to Indiana's pre- kindergarten through grade 12 initiatives, a simplified system (defined as fewer areas and more integration of speciality areas), addressing the need for interdisciplinary education and a licensing framework based on students' developmental stages.

· Two documents related to curriculum integration, one written by Bet Kotowski, and one by Howard Gardner. These pieces relate to the design of the Indiana Professional Standards Board standards as a result of the Board's charge to advisory groups to address the need for interdisciplinary education.
