Members present: Karla Hall, Thomas Pickering, Joy Seybold, Patricia Strawbridge, Richard Therrien, Jill Taylor, Sheridan Rayl, Staff, and Steve Yager, Chair.

Members unable to attend: Jacqueline Greenwood and Lynne Weisenbach.

Others in attendance: Ann England, Judith Briganti, Lewis Ciminillo, Tom Hansen, John Marsteller, and Joseph Weaver.

The Teacher Induction Committee (TIC) of the Indiana Professional Standards Board (IPSB) was convened on March 18, 1998, at 8:00 a.m. in Conference Room C of the Indiana Government Center South by Steve Yager, Chair.

 I.

Consultations with representatives of education stakeholders groups: There were none at this time. 

 II. Materials reviewed as related to the TIC's charge:
 A. The current Indiana Code for the Internship Statutes. 
 B. A draft of Guidelines for Proposals for Training Programs for Mentor Teachers. 
 III. Issues/Questions examined as related to the TIC's charge:
 A. The Committee revisited the charge to identify the progress made and unfinished work relating to the issues to be addressed in this year's schedule.  
 B.

The Committee reflected on the Board's response to its presentation of the status of the IPSB contract with the Region 8 Education Service Center (ESC) to implement the Beginning Teacher Induction Performance Assessment Program (BTIPAP) in 1998- 1999. The Teacher Induction Committee confirmed its decision to recommend to the Board to renew the contract with Region 8 ESC with the following major revisions:

 1. Subcontracting will be solicited through Request for Proposals to include entities outside the ESCs. 
 2. Expansion for implementation of the BTIPAP will include six regions of the state in 1999-2000, and all regions of the state in 2000-2001. 
 

 C.

The Committee worked to align the language in the Internship Statutes with the new induction program and identified the issues, time lines, and parameters to be addressed in the rules to be promulgated. 

 D.

A report was received regarding the Draft Guidelines for Proposals for Training Programs for Mentor Teachers and the responses from the dissemination of the Draft Standards for Mentors. Next steps to follow toward the development of a substantial cadre of qualified mentors was outlined.  

 E. Another meeting of the TIC was scheduled for April 14, 1999, to allow the Committee to complete its work.
