The Teacher Induction Committee (TIC) of the Indiana Professional Standards Board (IPSB) was convened on April 14, 1999, at 9:00 a.m. in the East Conference Room of the MSD Washington Township Administration Building by Steve Yager, Chair.

 I. Consultations with representatives of education stakeholders groups: There were none at this time. 
 II. Materials reviewed as related to the TIC's charge:
 A. Expanding Implementation for 1999-2001 Induction Assessment Process  
 B. 1999-2001 Beginning Teacher Induction Performance Assessment Program Subcontractors Expectations (draft)
 C. Categories of Services/Contractor Expectations (sample draft) 
 D. Scoring Guide for 1999-2001 Beginning Teacher Induction Performance Assessment Program Subcontractors (draft)  
 E. Steps for the Subcontractors Request for Proposals (RFP) Process (draft) 
 F. Concepts of new language for rules and statutes and proposed draft statutory changes 
 G. Updated drafts of the Mentor Standards and Guidelines for Mentor Training Programs 
 H. Reviewed What's BEST for Connecticut Teachers: A Report from Beginning and Mentor Teachers, prepared by the Connecticut Education Association 
 I. Reviewed a Commentary on Recommendations in July, 1998, Connecticut Education Association Report: What's BEST for Connecticut Teachers? produced by the Connecticut State Department of Education 
 III. Issues/Questions examined as related to the TIC's charge: 
 A. The Committee approved the minutes of the March 18, 1999, meeting. 
 B. The Committee recommended to the IPSB to amend and renew, subject to the final biennium budget appropriation, the IPSB contract with Region 8 Education Service Center (ESC) to: (1) implement the Beginning Teacher Induction Performance Assessment Program (BTIPAP) in six content areas on a limited basis in six regions of the state in 1999-2000; (2) implement the BTIPAP in six content areas on a full scale basis in all nine regions of the state in 2000-2001; and (3) conduct a Request for Proposals process to solicit subcontractors from among the ESCs and entities other than the ESCs to assist in implementing the contract. Region 8 ESC will recommend subcontractors to the Teacher Induction Committee (TIC) based on selection criteria established by the TIC. The TIC will recommend subcontractors to the Executive Committee for final approval. 
 C. The Committee reviewed and revised a draft of induction statutes and an outline for new language to be included in the rules for the BTIPAP. 
 D. The Committee established a time line to disseminate, for stakeholder feedback, the revised drafts of the Mentor Standards and Guidelines for Mentor Training Programs. 
 E. The Committee recommended that a statement of acknowledgment accompanied by supporting information be issued to the Board of the problematic areas identified in the reports listed from Connecticut with the intention to monitor the concerns in the future implementation of the BTIPAP.
