IASP Standing External Committee to the IPSB
Selections - March 23, 1999


The Indiana Association of School Psychologists External Committee convened March
23, 1999, at 9 a.m. in the Two Market Square Center building, Indianapolis, Indiana.

 A. Members present: John Baker, Steve Davis, Bonnie Huxford, Kathy Snyder. and Graydon Estabrook. 
 B. Old Business 
 1. Minutes from the November 23, 1998, meeting were approved. 
 2. Contract
The contract between the Indiana Professional Standards Board (IPSB) and the Indiana Association of School Psychologists (IASP) was approved and signed (as of March 25") by the Attorney General and the Governor's office. John Baker's office will encumber the funds so that IASP can begin receiving its funds on a quarterly basis. 
 3. Updated list of committee members and addresses was reviewed. No corrections were made. 
 4. It was agreed that Kathy Snyder, Administrative Coordinator, would send a final follow-up letter to approximately 50 persons who submitted incomplete applications for grandfathering the independent practice endorsement. 
 5. No new applications were brought to the committee to process. Kathy Snyder is ready to submit approximately 50 more names to the IPSB for issuance of the independent practice endorsement. 
 6. The final draft of the Job Description for Administrative Coordinator was approved. 
 7. John Baker will discuss with the IPSB attorney regarding ethical complaints made against Independent Practice School Psychologists. It was questioned whether an independent practice endorsement could be revoked without revoking the teacher license simultaneously. The committee requested John seek further legal clarification regarding this issue and whether the committee needed a formal policy of appeal for denied applicants and persons with revoked endorsements. 
 8. Preceptorship Supervision
 a. The committee reviewed the supervision forms distributed to committee members prior to the meeting. Suggestions were made, and corrected forms were approved. John Baker will send these forms through the State Forms Management for official state approval. He will also find out if the Executive Committee of the IPSB needs to approve these forms. 
 b. The committee discussed supervisor qualifications. It was suggested that supervisors be approved by this committee prior to the preceptorship. A copy of the supervisors' licenses/credentials should be provided to the committee. A packet of information will be sent the each supervisor. 
 C. New Business: 
 1. The committee discussed the procedure for dissemination of forms. Suggestions were made to post the procedures on the IPSB and IASP web sites. The committee needs to notify university trainers of the procedures for obtaining the endorsement for independent practice for its graduates in school psychology. John Baker and Steve Davis agreed to be jointly responsible for notifying the Health Professions Bureau, the Professional Licensing Agency and the State Information Center. 
 2. Next meeting is scheduled for Tuesday, July 13, at 9:00 in the DOE library (fourth floor) at Two Market Square Center, 251 East Ohio Street in Indianapolis.
