The Standards Review Cycle Committee (SRCC) was called to order by Ron Barnes
at 9:00 a.m. on March 22, 1999, at the Administrative Service Center of the
Metropolitan School District (MSD) of Washington Township located at 3801
East 79th Street, Indianapolis.
Introduction to the Indiana Professional Standards Board (IPSB) Standards
Marilyn Scannell (Executive Director, IPSB) and Philip Metcalf (Chair, IPSB) outlined the overall IPSB project for the purpose of providing the context for the work that the SRCC is about to undertake. They reported that the charge of the SRCC is to develop and recommend a process for standards review to the IPSB. The committee will recommend the following:
- Standards review cycle;
- Process for appointing advisory groups or equivalent;
- Process and criteria for developing standards in new areas;
- Process and criteria for revision of existing standards;
- Composition and function of successor Standards Committee;
- Process for review of entire standards, assessment, and licensure framework; and
- Process for approval and dissemination of new or revised standards.
- Licensure and Comprehensive Standards Document Connections
- Phil Metcalf and Dave Kinman outlined the work of the Licensure Committee, the Comprehensive Standards Document Advisory Group, and how the recommendations of these two groups relate to the imminent work of the SRCC.
Business
After the committee returned from lunch, Ron Barnes initiated a discussion on the work schedule of the SRCC. It was agreed that future SRCC meetings would begin at 8:30 a.m. and be held at the Administrative Service Center of the Metropolitan School District (MSD) of Washington Township on the following dates:
- May 12-13
- July 13-14
- July 27
It was further agreed that a preliminary report to the IPSB would be presented at the Board meeting on June 16, 1999.
Goal Setting
As facilitator, Ron Barnes presented a break-down of the three types of processes for the SRCC tasks (review of current standards, develop cycle /schedule for continuous review, develop process and criteria for creation of standards) and initiated a discussion of the goals and processes of the SRCC.
The following questions and issues were discussed:
- What kind of document will SRCC submit to the Board?
- What is the immediate impact of SRCC work on educators?
- What are some of the legislative issues that may arise while the SRCC is in session that will affect SRCC work?
The following general suggestions were made:
- The cycle created by the SRCC should include provisions for responding to legislative or public concerns in a timely manner.
- The SRCC should consult previous and current advisory groups in order to recommend processes that have proven successful in other IPSB work groups.
- The process should be streamlined; "ad-hoch-racy" as opposed to bureaucracy. Original groups worked over a period of 18 months; can this be shortened?
- The process itself will need to have a review cycle so that changes can be made to the process to update it.
- The SRCC needs to provide clear linkages, paths, and information to the public as well as clear and understandable criteria.
Task Work
The committee began its work on the charge with
a consideration of the composition of the successor Standards Committee.
The following representation is considered important: Teachers/experts
from all four developmental levels, licensed school teacher(s), licensed
school administrator(s), Department of Education representative, IPSB representative,
Higher Ed: Content specialist, Higher Ed: Teacher Education Specialist,
Community/Parent representative, legislative liaison (IPSB attorney may
report directly to successor Standards Committee), Pre-service teacher
(under discussion), and an overall composition reflecting diverse backgrounds
(ethnic, gender, geographic, urban/rural).
The committee also discussed the following issues:
- Terms of service for representatives (staggered? chair and chair-elect?)
- Rotation
- Recruitment
- Meeting schedule
- Compensation
- Structure (executive, chair, staff, assistant, etc.)
- Rotating schedule for area and level representation (floater?)
- Orientation of new representatives
- Maximum number of committee members
- Revision process vs. new standard process
- Final function of Standards Committee
Outline of Next Meeting
As facilitator, Ron Barnes initiated a discussion
of the work schedule for the following day's meeting. Four tasks were identified:
Selection of chair, closure on structure, closure on committee composition,
and break- down of tasks and assignments.
Wrap-up
Nancy Lewis, IPSB staff, presented information
and answered questions concerning billing and travel vouchers.
Assignment
Members were asked to review the orientation materials
before the next day.
