| SUBJECT: | Proposed Schedule for Rules Development and Promulgation |
Staff have been working with the Indiana Association of Colleges for Teacher Education (IACTE) on a transition time line to move from Rules 46-47 to the new preparation and licensure system. This time line is based on certain assumptions concerning the development and promulgation of the new rules. Before staff proceeds any further with these time lines, we believe it is necessary for the Board to give its approval to move forward according to a proposed schedule for rules development and promulgation. Although we are asking the Board's approval of the following schedule, it is understood that the Board may find it necessary to revise the schedule during the course of the year.

| February | Conduct regional forums on proposed rules |
| March | Report to Board on results of forums and any resultant desirable revisions to proposed rules |
| April/May | Present proposed rules to Board, for its approval to conduct the final hearing on rules at June Board meeting |
| June | Board hearing on new rules; rules are effective when signed by the Governor |
Also, immediately following the June 1999 Board meeting, staff will work with relevant education stakeholder groups, such as the teachers' associations and the administrators' associations, to develop language for the new induction statute to be brought for legislative action during the 2000 legislative session. Funding to fully implement the statute will be sought during the 2001 legislative session.
Staff Recommendation:
The staff recommends that the Board approve 1) the proposed rules development and promulgation schedule, and 2) the proposed induction statute revision.
