Policy/Ethics Committee members present: Richard Therrien, Daniel Miller and Tom Hansen.

Policy/Ethics Committee members unable to attend: Constance Hardy and Lee Slavinskas.

Others in attendance: None.

The Policy/Ethics Committee of the Indiana Professional Standards Board (IPSB) was convened on April 29, 1999, at 1 p.m. in Conference Room 9, Conference Center, Indiana Government Center South, Indianapolis, by Mr. Therrien.

 I. Consultations with representatives of education stakeholder groups:
None at this time.
 
 II.
Materials reviewed as related to the Policy/Ethics committee's charge:

Ethical Principles of the Board.
A Report and Recommendations for a Code of Ethics for Supervisory Personnel, Minnesota Board of Education, March 1998.
Code of ethics for Minnesota teachers, Minn. Code Sec. 8700.7500.
Teacher Code of Ethics, National Education Association, 1975.
A proposed Code of Ethics for Teachers for New Jersey teachers
 
 III. Issues/Questions examined as related to the Policy/Ethics Committee's charge: 
 A.

Review of Ethical Principles

The Committee reviewed prior work on existing Ethical Principles and asked Mr. Hansen to incorporate comments regarding Ethical Principle 7 into an amended version, and to draft guidelines reflecting ways Board members can deal with situations which may create ethical concerns for review by the Committee and referral to the Executive Committee for its June 1999 meeting.
 

 B. Code of Ethics for Indiana Teachers

The Committee reviewed additional materials, and asked Mr. Hansen to prepare a draft document including:
 1. A set of standards of professional conduct similar to those used by Minnesota. 
 2. An accompanying set of explanatory comments which illustrate the standards of professional conduct by use of concrete examples. 
The Committee recommended that the process of review of any proposed code of ethics for Indiana teachers should include wide dissemination and review by stakeholders. This process should be similar to that used for adopting Indiana standards for teaching, and to that described in Minnesota's report regarding a code of ethics for supervisory personnel.
 
 C.

Code of Ethics for Indiana Administrators

The Committee reviewed additional materials, and indicated it would be appropriate to use the same format for a code of ethics for administrators as is described in the preceding item for a code of ethics for Indiana teachers.
 

 D. Process for Board and Agency Policies and Procedures

The Committee noted that previously proposed revisions to Policies have been located and will be distributed to Committee members. The Committee recommends that the Executive Committee determine a process for reviewing proposed revisions to Policies.
