Committee members present:  Gary Ingersoll, Cathleen Rafferty, Dale Scannell, and Joe Weaver. Resource advisors present: Steve Gilbert, Carl deGraaf, and Steve Holtrop. 
Staff members present:  Bet Kotowski, T. J. Oakes, and Nancy Taylor. 
Committee members absent:  Judy Briganti and Barbara Livdahl.
Resource advisors absent: Merribeth Bruning, Deborah Butler, Jill Shedd, and James Smith. 

The Teacher Education Committee (TEC) was convened by Chair Joe Weaver on April 12, 1999, at 9:15 a.m. in Conference Room D, at 251 East Ohio Street.
I.   Consultations with representatives of education stakeholder groups:
There were none at this time. 
II.  Materials reviewed related to the group's charge: 
A. Minutes of the February 17, 1999, Teacher Education Committee 
B. February 19, 1999, Institutional Session Notes 
C. Recommendations to the Teacher Education Committee from the TEC Transition Subcommittee 
D. The Proposed Process to Review Unit Assessment Systems 
III.  Issues/questions examined as related to the group's charge:  
A. The committee approved the minutes of the February 17, 1999, meeting. 
B. Bet Kotowski reviewed the recommendations to the Assessment Coordinating Committee (ACC) from the Teacher Education Committee for the ACC's April meeting. 
C. The next Institutional Session will be held on Friday, September 24, 1999. Steve Gilbert will draft an invitation and will ask institutions to submit questions and concerns to be addressed at the meeting. 
D.  Gary Ingersoll commented on considerations for the institutional annual reports for October. These included the need for succinctness as well as excluding appendices and giving suggestions for formatting. Other suggestions were to separate the instructions from the National Council for Accreditation of Teacher Education (NCATE) from the IPSB report instructions. 
E. Bill Thompson, consultant to the Interstate New Teacher Assessment and Support Consortium (INTASC), will be the presenter at the September Institutional Session. His workshop will focus on preservice portfolios; hopefully teams from the attending institutions will return to their institutions ready to provide support for portfolio development. 
F. Nancy Taylor talked about the INTASC Test for Teaching Knowledge in response to a question about tests currently being developed. Also, discussion followed about providing information to candidates with disabilities as to their accommodation options for taking tests. 
G. There was discussion about the need for a Unit Accreditation Committee (UAC) to review the Board of Examiners' team report and the institutional rejoinder for Calumet College. This UAC will be used in the future as part of the process for handling state- only accreditation. The recommendation of the UAC will go to the TEC , and its recommendation will then go the IPSB. 
H. There will be a third-year review committee for Wabash College to review annual reports from the institution and provide written comment to the institution.  
I. There was discussion of the blue draft document concerning the Proposed Process to Review Unit Assessment Systems. This document resulted from the September Institutional Session as an effort to communicate with institutions about what materials would be requested for evaluating their assessment systems. 


The document was shared at the February Institutional Session, but the TEC has not received any comments in writing about the document. Dale Scannell will revise the introduction. Pairs of committee members were given assignments for further developing the criteria.

The next TEC meeting will be held on May 14, 1999.
