The Standing External Committee for Building Level Administrators completed the Assessment Framework and presented these to the Assessment Coordinating Committee (ACC) on April 29, 1999. However, there are four issues that are still unresolved. The recommendation of the Standing External Committee for Building Level Administrators is that the committee be allowed a one-year extension to continue working on the remaining issues from the Assessment Framework.
The 1999-2000 charge will include the following:
- Determine specific details for a pilot program for the mentoring process including implementation, selection of pilot sites/candidates, timelines, assessment, finance, etc.;
- Address logistical concerns related to the Administrator Inductee Mentor Team;
- Establish a recommendation to ensure the reliability of the mentoring process; and
- Determine a process for the renewal of the Accomplished Practitioner license for principals.
- Monitor pilot program should board approve its implementation.
- Receive and responding to feedback from dissemination of proposed assessment framework.
Committee Recommendation
The External Standing Committee recommends that the Board grant a one-year extension to enable the committee to complete work on the remaining issues related to the Assessment Framework.

This is the fourth report of the IASP Standing External Committee for Building
Level Administrators. This has, perhaps, been the most challenging and most
productive of all years to date.
The establishment of the committee was approved by the Indiana Professional
Standards Board May 18, 1995. Since that time, a number of educators have
left and joined the committee. Currently, the membership of the committee
is as follows:

At its formation, the committee was given a
significant charge. Each element is
identified below with appropriate accomplishments included.

| 2. | Make recommendations concerning the requirements, including performance-based criteria, for granting an initial license.

| 3. | Make recommendations concerning methods/procedures by which the degree of attainment of performance criteria can be demonstrated.

| 4. | Make recommendations concerning proficiency standards required for initial licensing.
|
| 5. | Make recommendations concerning requirements and standards for induction for beginning building level administrators.

| 6. | Make recommendations concerning requirements for continued license renewal. The committee has developed recommendations for continued license
renewal, |
| 7. | Make recommendations concerning standards for continual renewal unit providers and programs.

| 8. | Make recommendations concerning any other matters of concern to the committee related to the preparation and licensing of building level administrators.

Recommendation
The committee is recommending a one-year continuance to address several critical
issues:
- The specific details of a pilot program still need to be developed. This includes implementation, selection of pilot sites/candidates, timeliness assessment, finance, etc. The Standing External Committee for Building Level Administrators recommends that it continue with the charge of developing the process for the pilot.
- Given that personality clashes may occur among mentor team members, as well as the logistical concern related to administrators available to mentor, the committee will need to explore options. This might include allowing a district superintendent to substitute team members. In addition, we need to determine if it might, at times, be appropriate for the inductee administrator to require a membership change.
- The committee will need to discuss and recommend strategies to ensure reliability of the process. This might include a Mentor Pool Advisory Board that would meet periodically to maintain consistency in assessment strategies, as well as to actively prepare and support the Mentor Pool Advisors.
- At the Accomplished Practitioner Licensure level, the committee will need to explore and recommend guidelines to ensure continued growth of the administrator.
- Monitoring pilot program should the Board approve its implementation.
- Receiving and responding to feedback from dissemination of proposed assessment framework.
Summary
The committee has worked diligently to address each of the elements of the preparation and certification of Indiana's future building level leaders. It has drawn upon the experiences and expertise of educational leaders throughout the state, as well as literature related to best practices across the nation. With that, we express our appreciation to the Indiana Professional Standards Board for its continued support and encouragement.
