The recommendation of the Standing External Committee for District Administrators is that the committee be allowed a one-year extension to continue working on the assessment framework for District Administrators based on the draft District Administration Standards. The committee completed the standards and presented these to the Indiana Professional Standards Board in November 1998. As a result, the committee did not begin intense work on the assessment framework until December 1998. (See attached Annual Report.) The recommendation for a one- year extension was approved by the Assessment Coordinating Committee (ACC) on April 29, 1999.
The 1999-2000 charge will include the following:
- Determine which standards will receive a higher priority for assessment at each level of licensure;
- Identify the assessment techniques to be used to determine levels of proficiency;
- Establish the acceptable levels of proficiency for licensure;
- Determine the selection of personnel for review boards (if applicable); and
- Determine the waiver and appeal process.
Committee Recommendation
The External Standing Committee be given a one-year extension to complete
work on an assessment framework.

IAPSS STANDING EXTERNAL COMMITTEE1998-99 ANNUAL REPORTTO THE INDIANA PROFESSIONAL STANDARDS BOARDJUNE 17, 1999
The IAPSS Standing External Committee for District Level Administrators was officially approved on January 17, 1997, and has progressed steadily toward completion of its assigned mission. The mission, as assigned, follows:
The IAPSS Standing External Committee will make recommendations to the Indiana
Professional Standards Board concerning:
- standards that will serve as the basis for the preparation and licensure of district level administrators
- the defining of knowledge, dispositions, and performances that education professionals require if they are to function responsibly as district level administrators.
- The use of draft standards prepared by the Interstate School Leaders Licensure Consortium as partial basis for the development of standards for Indiana School Leaders.
- Other related activity including, but not limited to, preparation patterns, licensure, assessment, induction, and continuing education.
The committee has made significant progress toward completing the charge outlined in our report to you on June 17, 1998. Proposed standards for District Level Administrators were presented to the Board in November, 1998. The proposed standards have been disseminated to the stakeholders and are under review and study. Final edits will be completed this summer. Final standards will be presented to the Board for consideration in September, 1999.
The committee has recommended to the licensure committee that the standards apply to the following district administration positions:
- Superintendent/Assistant Superintendent
- Vocational Director
- Special Education Director
- Curriculum Director
The standards do not apply to:
- Business Administrator
- Personnel Administrator
The committee hereby requests an extension of one year to fully complete its charge. Having completed the standards near the end of 1998, the committee has not had adequate time to complete the assessment framework.
The IAPSS External Committee for District Level
Administrators wishes to express its appreciation to the Indiana Professional
Standards Board for the expert assistance provided to the committee by
Shawn Sriver and for the opportunity to participate in the development
of standards for district level administrators. We shall appreciate your
positive consideration of our request for an extension to-complete our
work during 1999-2000.
