The second annual report for the Indiana Association of School Psychologists (IASP) External Standing Committee to the Indiana Professional Standards Board (IPSB) is attached to this action memorandum. The external committee was originally approved on June 19, 1997, by the IPSB to develop the rules and process for issuing endorsements for independent practice to school psychologists. Public Law 153 (1996) mandated that the IPSB issue the independent practice endorsement. The creation of the external committee provided for a collaborative arrangement to implement the endorsement process.

 Charge: The IASP External Standing Committee charge is to recommend to the Indiana Professional Standards Board proposed rules, rule changes, and proposed mechanisms to implement these rules as related to regulating the practice of school psychology in the private sector.

 Charge: The IASP External Committee charge is to recommend to the Indiana Professional Standards Board proposed rules, rule changes, and proposed mechanisms to implement these rules as related to regulating the practice of school psychology in the private sector. 


Progress Made:
 1. Endorsement for independent practice certificates have been issued to 257 school psychologists who have met the grandparenting requirements. These individuals have also received a copy of the law, a copy of the renewal requirements, a copy of the ethical standards, and an explanation of the school psychologist's responsibilities and limitations. 
 2. A three year renewal and a 75 hour continuing education requirement to maintain the endorsement for independent practice was established.  
 3. The ethical guidelines as suggested by the National Association of School Psychologists have been adopted by the Committee for those school psychologists who have received the Endorsement for Independent Practice.  
 4. A contractual agreement with IASP to provide the necessary services for implementing Public Law 153 was approved. 
 5. Application forms for school psychologists wishing to obtain the endorsement through the preceptorship have been developed and approved.
 


Future Goals:
 1. To recommend to the IPSB guidelines to be used by the Committee for addressing ethical complaints related to the Endorsement for Independent Practice.  
 2. To make recommendations to the IPSB regarding forms to be used by the Committee to verify qualifications of supervisors for those school psychologists seeking an Endorsement for Independent Practice.  
 3. To establish and maintain contact with licensing agencies, i.e. Health Professions Bureau, Professional Licensing Agency, and institution licensing advisors, providing information about the Endorsement for Independent Practice. 
 4. To take final action on grandparenting applications that continue to have missing information. 
 5. To recommend to the IPSB procedures for school psychologists to follow in seeking the Endorsement for Independent Practice.
