The Comprehensive Standards Document Advisory Group (CSDAG) was called to order by Dave Kinman at 8:35 a.m. on April 22, 1999, at the Administrative Service Center of the Metropolitan School District of Washington Township located at 3801 East 79th Street, Indianapolis.

Review of Previous CSDAG Work
I.  Building Level Administrators (BLA) Report (Report Approved) 
The CSDAG analyzed the BLA Standards for presence of developmental levels, and prepared a report for the Indiana Professional Standards Board (IPSB). 
III. Early and Middle Childhood Generalist Content
 
The CSDAG did the following:
 A. initiated a review of IPSB content standards to identify developmentally-appropriate subject matter to form the "Generalist" content for Early Childhood (EC) and Middle Childhood (MC). Note: The Advisory Group noted that subject matter was stated in a variety of ways and generally not stated as performance-based. 
 B. analyzed in detail, subject matter content for the EC and MC levels, and reported to the Board that the CSDAG supports the EC: Pre-school Focus and EC: Primary Focus model.   
 
III. Unifying Themes  
  The CSDAG initiated review of the performance standards for the four Developmental Level Standards (Early Childhood, Middle Childhood, Early Adolescence, Adolescence/Young Adult) and noted unifying themes. 
IV. Gifted and Talented (GT) 
  The CSDAG prepared and approved a GT statement for the Board 
V. Linkages 
  The CSDAG did the following:
 A. established linkages among national curriculum specialty standards, the Interstate New Teacher Assessment and Support Consortium (INTASC ) principles, IPSB Standards, and the National Board for Professional Teaching Standards. Then the group prepared a report highlighting these linkages. (Alignment with the Indiana K-12 Proficiencies and NCATE Curriculum Guidelines was also demonstrated.)  
 B. established linkages in content standards among NCATE, IPSB, and the Indiana K-12 Proficiencies.   


Finalization of Completed Tasks
I.  Building Level Administrators Report. 
  A suggestion was given to include a statement explaining the rationale for not listing non-applicable performance statements from the grid. All present approved the report, pending final editing. Mark Seele agreed to review and submit final editing comments on April 23.
 
II.  Early and Middle Childhood Generalist Content  
  Dave Kinman clarified the Licensure Framework (school settings and developmental levels). All present supported this framework.  


The CSDAG reviewed the draft EC: Preschool (developmental and content), draft EC: Primary (developmental and content), and MC Generalist (developmental and content) documents. It was agreed that the developmentally appropriate content should be included regardless of its format.
III. Unifying Themes 
  The CSDAG members offered suggestions for final revision of the Unifying Themes document. It was agreed that Anna Lynch would make the necessary changes and present the document for final CSDAG approval.
 
IV. Gifted and Talented 
  All present approved the GT statement to the Board. It was agreed that Anna Lynch would make copies for all Board members for the April Board meeting.
 
V. Linkages 
  The CSDAG members engaged in the following discussion of the linkage/alignment grids. 
 A. Editing suggestions were offered for the final revision of the INTASC, IPSB, NBPTS Alignment Grid. 
 B. Editing suggestions were offered for the final revision of the INTASC, IPSB, NBPTS, NCATE, Indiana K-12 Proficiencies Alignment Grid. It was decided that the Indiana K-12 Proficiencies were not appropriate in the current document at this time. The Indiana K-12 Proficiencies should be aligned with the developmentally appropriate content which is, at this time, not consistently formatted.  
 C. For the grid establishing linkages in content standards, it was decided that NCATE should be removed since this alignment is highlighted in another grid. Additionally, the Indiana K-12 Proficiencies should be aligned with the IPSB performance statements.   


Assignments
The following assignments were agreed upon:
A. Mark Seele: Final edit of BLA Report. 
B. Carolyn Babione: Review/edit Indiana and national alignment grids. 
C.  Marie Theobald: Prepare for presentation on update of WEB document. 
D. Carolyn Mock, Gertrude Howard: Review/edit content alignment grids. 
E. Lyn Klosowski, Dave Cooper: Review IPSB Science Standards to confirm the best way to approach an alignment grid for Indiana K-12 Proficiencies and the IPSB Standards. 
Anna Lynch: Review and compile the Four Themes Grids, editing as submitted by CSDAG members.
