 Subject:  Teacher Induction Committee Minutes of March 8, 2000, Meeting

Members present: Kim Clark, Priscilla Donkle, Sandra Kelley, Theresa Knipstein, Thomas Pickering, Carol Potter, Sheridan Rayl, Patricia Strawbridge, Roy Weaver, Lynne Weisenbach, and Steve Yager.

Members unable to attend: Shelly Furuness and Joy Seybold.

Others in attendance: Brenda Bridge, Tom Hansen, Anna Lynch, and Sue Mau.

The Teacher Induction Committee (TIC) of the Indiana Professional Standards Board (IPSB) was convened on March 8, 2000, at 10:00 a.m. in the Curriculum Room of the Administration Center of Washington Township Schools by Steve Yager, Chair.

 I. Consultations with representatives of education stakeholders groups: None.
 II. Materials reviewed as related to the TIC's charge:
A. Draft Induction Statute - Version 7.0.
B. Rule 4 of 515 IAC 4-1 (Teacher Licenses) - Version 5.0.
C. Draft for TIC Discussion: Report of Questionnaire Regarding the Draft Standards for Mentors of Beginning Teachers and Guidelines for Mentor Training Programs.
D. Executive Summary: Report of Questionnaire Regarding the Draft Standards for Mentors of Beginning Teachers and Guidelines for Mentor Training Programs.
E. Considerations for Revisions of the Draft Standards for Mentors of Beginning Teachers and Guidelines for Mentor Training Programs.
F. Draft Mentor Standards Questionnaires: Key Points for TIC Discussion.
III.  Issues/Questions examined as related to the TIC's charge:
 A. Tom Hansen, IPSB Director for Legal and External Affairs, led the committee through a review of the most recent changes made to the draft induction statute and rules in response to the last TIC comments. Members provided additional editing feedback.
B. The committee provided Sheridan Rayl, IPSB TIC staff, with a list of queries to present to the Connecticut State Department of Education contact people to clarify practical applications of the induction and portfolio implementation. The following issues were addressed:

 · If something is missing from a portfolio, does Connecticut offer a time period for a candidate to submit the missing piece?
 · During online completion standard period, how much scoring does the state do?
 · What level of feedback is offered to teachers during transition and by what means?

 C. Expert testimony was presented by Sue Mau, Indiana University Purdue University Indianapolis, regarding her participation in the implementation of a grant-supported mentor training program the Eisenhower Program: 21st Century Mathematics Teachers. Dr. Mau presented an overview of the ongoing project and shared the challenges currently being faced.
 D.  The committee discussed planning for the next TIC meeting and organized breakout groups to address revisions or development of:
 ·  Draft Standards for Mentors of Beginning Teachers
   ( Joy Seybold, Roy Weaver, Theresa Knipstein and Sandra Kelley);
  ·  Draft Guidelines for Mentor Training Programs
   (Priscilla Donkle, Lynne Weisenbach, Shelly Furuness and Steve Yager);
   and to draft criteria for:
 · Program Approval Criteria and Processes for Mentor Training Programs
  (Patricia Strawbridge, Thomas Pickering, Carol Potter and Kim Clark).

 E. The committee was asked to provide Ms. Rayl, via e-mail, with a list of items that the TIC wants to secure during the continued revisions of the draft induction statute and rules.
 F. The committee assessed the Region 8 Education Service Center contract. Ms. Lynch will type up the report and submit it to Ms. Rayl.

The meeting was adjourned at 4:00 p.m.
