Re: Minutes of November 18, 1999, Teacher Education Committee (TEC) Meeting

Committee Members present: Merribeth Bruning, Cheryl Clapp, Bet Kotowski, Esther Lee, John Marsteller, Philip Metcalf, Cathleen Rafferty, and Roy Weaver. Also present: Tom Hansen, Gary Ingersoll, Dwayne James, Joseph Lamberti, Anna Lynch, Dan Miller, Dale Scannell, Nancy Taylor, Joseph Weaver, and Sharon White. Consultant absent: Richard Arends.

The TEC was convened by Philip Metcalf on November 18, 1999, at 10:00 a.m. in Conference Room 8 at the Indiana Government Center South in Indianapolis.

I. Consultations with representatives of education stakeholder groups: None.

II. Materials reviewed as related to the group's charge:

III. Issues/questions as related to the group's charge:

A. A motion was made and seconded to recommend accreditation at the initial level for the University of Notre Dame. A vote was taken: all in favor, none opposed.

B. Tom Hansen led the committee through a review of the revised draft of the Induction Statute and the 515 IAC 4-1 / Rule 4 Teacher Licenses. Committee members were asked to consider any necessary add-ons and communicate them to Tom Hansen.

C. Gary Ingersoll led the committee through a review of the Unit Assessment Systems -1999 Reporting and the Evaluation of Unit Assessment Systems (UASs), (materials distributed on 9/24/99). The committee was asked to review the materials in preparation for a discussion of the necessary criteria for selection of UAS trainees.

D. A motion was made by John Marsteller and seconded by Roy Weaver to recommend continued accreditation at the initial and advanced levels for Butler University. A vote was taken: all in favor, none opposed.

E. Discussion occurred about the recommendation for continued accreditation of Manchester College. Bet Kotowski and Philip Metcalf indicated they would get back with the committee with additional information regarding the NCATE accreditation decision.

F. The committee requested copies of the following documents as related to the New Program Moratorium: Experimental Program Guidelines, Oakland City University Proposal for Experimental Programs, and the Criteria for Development and Review of Unit Assessment Systems. Bet Kotowski will disseminate these documents, which will be discussed at the January TEC meeting.

G. The committee was asked to review the summaries of the September 24, 1999, Institutional Session in preparation for planning of the next Institutional Session.

H. The committee received a schedule for the following TEC meetings: January 20, 2000; April 27, 2000; June 22, 2000; and the following Institutional Sessions: March 3, 2000; and September 29, 2000.

I. A tentative agenda for the January 20, 2000, meeting was discussed.
