Teacher Induction Committee - Minutes of December 1, 1999, Meeting

The Teacher Induction Committee (TIC) of the Indiana Professional Standards Board (IPSB) was convened on December 1, 1999, at 10:30 a.m. in the Curriculum Room of the Administration Center of Washington Township Schools by Steve Yager, Chair.
 I.      Consultations with representatives of education stakeholders groups: None.
 II.      Materials reviewed as related to the TIC's charge:
 A  Draft Induction Statute - Version 5.0
   B.    April, 1999, TIC Draft Statute
   C.    Rule 4 of 515 IAC 4-1 (Teacher Licenses) - Version 2.0
   D.    Indiana Code 20-6.1-8-9 ( Current Internship Statute)
   E.   Connecticut State Board of Education Cooperating Teacher and Beginning Educator Support and Assessment Program Regulations
   F.    Northwest Indiana Education Service Center (ESC) Beginning Teacher Induction Performance Assessment Program (BTIPAP) Local Advisory Group Meeting Minutes
 III.      Issues/Questions examined as related to the TIC's charge
   A.    The Committee approved the minutes of the November 9, 1999, meeting.
   B.    The Committee was given an update on the response to the dissemination to stakeholders of the Standards for Mentors and Guidelines for Mentor Training Programs by Sheridan Rayl and Anna Lynch.
   C.   As established in the previous meeting, Sheridan Rayl presented details regarding the Connecticut State Department of Education's handling of several induction concerns that had been identified by the committee members. The following issues were addressed:
      Portfolio time lines for construction and submission;
       Local school districts accountability for support of beginning teachers and mentors in the induction process; and
       Mentor stipends.
   D.   he committee was led through a review of the revised draft of the Induction Statute by Tom Hansen. TIC members revisited the April 14, 1999 draft to ensure that previous concerns had been addressed, and offered suggestions for revisions of version 5.0. In addition to minor revisions, the following issues were addressed:
       Clarification regarding mid-year hires;
       Language regarding accountability with local schools;
       Stipends to school corporations to support beginning teacher and mentor teams; and
       Language regarding mentor training.
   E.    The committee discussed items to be addressed in the rules to support the induction statute. Tom Hansen will forward a revised draft of the rules to all members for feedback. Each member will peruse the draft, note comments or sign it, and return it to Tom Hansen by December 17, 1999. A revised version will be issued to the TIC by the end of December with a return date for final comments by January 10, 2000. The TIC will make a recommendation for the statute and rules to Board for its January meeting.
       Additional issues/concerns were discussed as follows:
       The existence of accountability for the support of beginning teachers and mentors at the building level;
       The equity of the level of accountability for other education stakeholders as compared to the level of accountability for higher education institutions; and
      Issues surrounding the process of mentor training
