IASP External Standing Committee to the IPSB

Old Business

A. Minutes from the July 13, 1999, meeting were approved.

B. Kathy Snyder gave an update on the grandfathering process. There are currently 300 school psychologists endorsed for independent practice. Approximately 15 applicants did not complete their applications. A follow-up letter was sent to these applicants on October 15, 1999. Kathy will send an application to a retired school psychologist in Hammond who missed the grandfathering process. Kathy intends to publish a directory of school psychologists endorsed for independent practice and distribute to those currently endorsed and IASP members.

C. John Baker reported that time with the IPSB is limited to discuss ethical concerns from the committee. It was agreed that Bonnie Huxford and John Baker will schedule a time to meet with the lawyer. They will report back to the External Standing Committee following the meeting.

D. Bonnie Huxford has requested a legal opinion regarding (1) liability of the committee and IASP and (2) interpretation regarding "normally expected to serve" as it applies to independent practice school psychologists.

E. The committee agreed to develop a due process for an appeal if an endorsement is revoked. The two most common reasons for removing an endorsement would be for incompetent practice or exceeding the scope of practice.

F. The application and supervision forms are at the printers. 350 were ordered. John Baker will contact Kathy Snyder when they are reading for distribution.

G. Current vacancies on the External Standing Committee include a classroom teacher, two representatives from higher education, and an administrator. Jane Boultinghouse has been named as the new representative from the IPSB. Applications for the vacancies will be presented to the IPSB for approval at their next meeting.

H. Ropkey is currently completing the terms of our contract for printing certificates. Major delays were encountered during the final printing, and complaints will be registered with the Ropkey management.

New Business

A. The committee agreed to use the NCSP process for endorsement renewal. Endorsed school psychologists will only need to show current NCSP membership to obtain endorsement renewal. Kathy Snyder will develop forms for non-NCSP school psychologists to document their renewal process. The committee discussed the need/desire to charge a renewal processing fee.

The next meeting will be scheduled by John Baker after the first of the year (January, 2000).
