Here is the recommended schedule of activities by the Indiana Professional Standards Board (IPSB) for further consideration and communication regarding the proposed IC 20-6.1-12, creating the Induction Program for Beginning Teachers, and the revision of preparation and licensing rules to be effective July 1, 2001. Those portions which recommend Board approval of tasks and timelines at this meeting appear in boldface type.
June 2000
Approve working title of Rules 2001" as basis for new licenses, to correspond to present use of Rules 46-47" as shorthand reference.
Rule 46 (present rule 515 IAC 1-1)
Continue to work on rules to sunset most of Rule 46 (sections 515 IAC 1-1-1 through 1-1-87) as of July 1, 2006, and to allow transition for institutions candidates at the time of the Unit Assessment System submission to complete programs for standard and professionalized licenses.
Sections 515 IAC 1-1-88 through 1-1-95, regarding occupational specialists, will be revised and moved to the new rules - either as part of Article 4 (teachers) or possibly as a new stand-alone Article 7.
Transferred provisions of Rule 47 within present rule 515 IAC 1-2
Approve transfer of the following, either verbatim or with conforming editing changes:
1-2-2 Validity of prior credentials - transfer to Rule 3-8, Other

Expiring provisions of Rule 47 within present rule 515 IAC 1-2
Continue to work on rules to sunset parts of Rule 47 which will no longer be needed, or which would transfer to more than one new rule and thus are repealed here and created there at the same time. Also work on rules to allow transition for institutions candidates at the time of the UAS submission to complete programs for standard and professionalized licenses.

License Renewal (present rule 515 IAC 1-3)
Approve transfer to Rule 3-4 (515 IAC 3-4), and defer amendment until completion of pilots.
Testing (present rule 515 IAC 1-4)
Approve transfer of present sections 515 IAC 1-4-1 through 515 IAC 1-4-4 to Sections 3-3-5 through 3-3-8. Refer review of some identified potential editing of present sections 1-4-3 and 1-4-4 (test administration by ETS, dates and fees, regular review of effect tests, etc.), to the Executive Committee (EC) and/or the Teacher Education Committee (TEC).
Note: See Agenda Item VII. A. 9. for the amendments to sections 1-4-1 and 1-4-2, already included in the rule scheduled for public hearing in September. A separate rule change will occur in June 2001 for the four tests with standard setting studies beginning this fall.
Beginning Teacher Internship Program (present rule 515 IAC 1-5)
Approve a sunset provision to make way for Rule 4-3, teacher induction, as follows:
Section 1-5-0.5. This rule expires June 30, 2001. As provided in 515 IAC 4-3, a beginning teacher who has not successfully completed the internship program under this rule by June 30, 2001, must complete an induction program under 515 IAC 4-3.
Rule 3-1 Introduction
Approve this section for dissemination as previously reviewed by the Board. The only change arising from the March 2000 discussion session is that the Accomplished Practitioner License now correctly termed optional, not voluntary.
Rule 3-2 Definitions
Definitions approved in various other rules will be compiled after August 2000 meetings.
Rule 3-3 Preparation and testing - described above under transfers from present rule 1-2
Rule 3-4 License renewal - described above under transfers
Rule 3-5 Certificates
The Standards Committee has identified criteria and processes to be used in reviewing requests for revised or new standards, and for recognition of certificate areas for joint issuance of a certificate by the IPSB and appropriate professional organization(s). The Licensing Work Group (LWG) will assist in structuring this rule to implement those criteria and processes. The Executive Committee should review progress at its August 2000 meeting.
Rule 3-6 Permits
The Licensing Work Group (LWG) has met three times and has discussed present limited and reciprocal licenses, teaching permits, and credentials for occupational specialists and substitutes. Additional issues assigned to the LWG to discuss include licensing of student services professionals, issues related to certificates, and administrative permits. See attachment A (blue paper).
Request the LWG and staff to report preliminary recommendations and timelines for further consideration on these issues to the EC by mid-July, and to place them on the August 2000 Board retreat agenda as a discussion item.
Rule 3-7 Enforcement
Approve transfer of the present rule, 515 IAC 1-2-18, to become 515 IAC 3-7.
Approve establishment of an ad hoc committee or work group beginning fall 2000, to review present Indiana enforcement practices, compare with ideal practices under a true licensing system and with those in use in other states, consult with stakeholder groups, and recommend changes by February 2001 for possible adoption by June 2001.

No other provisions are proposed at present for Rule 3-8.
The Board reviewed the drafts by the Teacher Induction Committee (TIC) of the proposed induction statue, IC 20-6.1-12 and of proposed Article 4, Licensing of Teachers, at the discussion session of the March 2000 meeting. The Board approved first dissemination of both to stakeholders at the April 2000 meeting. The EC and the Board Relations Committee are scheduled to review feedback from stakeholder groups at meetings of June 20 and 22, respectively. Here is the structure of Article 4, and what work remains before August:
Rule 4-1 Introduction - the TEC is comparing to the preparation rules for uniformity.
Rule 4-2 Initial License - the TEC is comparing to the preparation rules for uniformity.
Rule 4-3 Proficient Practitioner License - the TIC has finished work for now.
Rule 4-4 Accomplished Practitioner License - the EC should review in August 2000.
Both external committees have completed work to recommend the licensing structure and induction program. The External Committee for District Administrators recommendations are on the agenda for the discussion session on June 21, 2000; they closely follow the rule format below. The External Committee for Building Level Administrators has similar recommendations which parallel that structure. If the new external committee for administrators is approved, request its continued work.
Request staff to complete the conversion to rule format by July 1 for review by the committees or their designees, and for presentation to the EC in August 2000 for direction on future work.

This issue was referred by the EC at its May 2000 meeting to the LWG for discussion and report by May 2001. The LWG began discussions on this issue at its meeting on June 16, 2000.

July 2000
In cooperation with the Title II staff, develop appropriate communications to policy makers and to various stakeholder leadership and/or membership of status of the Boards reform of preparation and licensing, and of the rules review and adoption schedule. Means of communication include mailings, video conferencing, electronic notification, web-based PowerPoint presentations, consultations with and presentations to appropriate stakeholder groups, and other appropriate media.
Begin development of formal documents for September 2000 discussion session, and to disseminate to stakeholders prior to panel of experts at the November 2000 meeting. The process of the expert response would be similar to that used in development of standards.
Determine need for facilitator(s) for the September and November 2000 meetings, and make necessary arrangements.
External committee on administrators and the LWG continue work on issues assigned to them.
Begin promulgation process:
By July 10, 2000, with submission of Notice of Intent to Adopt Rules to be published in the August 1, 2000, issue of the Indiana Register.
Obtain fiscal impact statement from state budget agency.
Continue and coordinate consultations with policy makers and stakeholders, leading to introduction of bills in the Indiana General Assembly to enact the induction program.
Review other IPSB statutes for editing to remove superceded or contradictory provisions.
August 2000
EC and Board review materials and additional recommendations identified above.
EC and Board discuss appropriate committee or work group to review and edit rules in light of feedback.
Disseminate appropriate materials in advance of September 2000 discussion session.
Begin monthly newsletter (paper and/or electronic) to stakeholders on status of the reform and on all relevant IPSB issues.
Identify and propose members of editing committee or work group for approval at the September 2000 meeting.
Compile definitions for Rule 3-2.
September 2000
Discussion session with Board and invited stakeholders to present draft statute and rules, including modifications made in response to summer communications.
Publish notice of public hearing(s) to be held at the January 2001 meeting.

Continue promulgation process by December 10, 2000, with submission of Proposed Rule to be published in the January 1, 2001, issue of the Indiana Register.
January 2001
Conduct public hearing(s) at least 21 days after publication of the Proposed Rule, and vote either to adopt the Proposed Rule, or to amend part or all of it.
Note: the IPSBs practice has been to schedule meetings to begin on the third Wednesday of the month, which would be January 17, 2001. To meet the 21-day requirement for published notice of the required public hearing(s), the appropriate dates for the public hearing(s) if included in the Boards business meeting would be January 24 and 25, 2001.
Depending on the extent of revisions, additional notice and public hearing(s) may be necessary.
Staff Recommendation:
Staff recommends that the Indiana Professional Standards Board approve the items identified above in boldface type to continue the process of development, review and approval of the rules needed to enact the Boards reform of preparation and licensing beginning July 1, 2001.
