1999-2000 Annual Report

to the

Indiana Professional Standards Board

This is the fifth report of the IASP Standing External Committee for Building Level

Administrators.  This has, perhaps, been the most productive year to date.

 

The establishment of the committee was approved by the Indiana Professional Standards Board May 18, 1995.  Since that time, a number of educators have left and joined the committee.  Currently, the membership of the committee is as follows:

At its formation, the committee was given a significant charge.

Each element is identified below with appropriate accomplishments included.

 

1.  Make recommendations concerning program standards for the preparation of building level administrators. 

 

2.  Make recommendations concerning the requirements, including performance-based criteria, for granting an initial license.

 

3.   Make recommendations concerning methods/procedures by which the degree of attainment of performance criteria can be demonstrated.

The committee has developed recommendations for an entire assessment system, including: preparation,initial licensure, proficient practitioner, and accomplishedpractitioner.

 

4.   Make recommendations concerning proficiency standards required for initial licensing.

The committee has recommended that such standards be formally assessed by using the School Leaders Licensure Consortium Assessment, designed to determine whether individuals possess occupation-relevant knowledge and skills at the time of entry into the profession.

 

5.   Make recommendations concerning requirements and standards for induction for beginning building level administrators.

 

6.   Make recommendations concerning requirements for continued license renewal.

The committee has developed recommendations for continued license renewal, including both the practitioner and accomplished practitioner levels.

 

7.   Make recommendations concerning standards for continual renewal unit providers and programs.

The committee agrees that continuing education is an expectation at both the proficient and accomplished practitioner levels.  However, the committee did not make specific recommendations relative to the types of continuing education.

 

8.   Make recommendations concerning any other matters of concern to the committee related to the preparation and licensing of building level administrators.

 

Recommendation

 

The committee is recommending the establishment of a Joint External Committee of Building and District Level Administrators.  Included in the committee's charge, subject to IPSB approval, would be:

Responsibility for further development of a governance system;
Oversight of the second pilot study, including:
•          Establishment of appropriate timelines
•          Determination of a monitoring and measurement system
•          Selection of candidates, mentors, and alternates
•          Determination of a reporting process
•          Determination of appropriate outcomes
•          Plans for an effective mentoring program
•          Establishment of a field-based support system for pilot participants
•          Establishment of a problem-solving system
•          Establishment of incentives for participation
·          Initiation of first Professional Growth Plans

 

Summary

 

The licensing committee has worked diligently to address each of the elements of the preparation and certification of Indiana's future building level leaders.  It has drawn upon the experiences and expertise of educational leaders throughout the state, as well as literature and research related to best practices across the nation.

 

We have now implemented a two-year portfolio pilot project.  Working through ETS, we have partnered with four other states across the country to develop a prototype.  Aligning with our district level colleagues, we will be able to effectively bring the critical elements of this entire process together, ensuring a high level of continuity.  Synergistically, we will be prepared to recommend the best possible processes and anticipated outcomes for building and district leaders across the State of Indiana.
