The IAPSS External Committee for District Level Administrators was officially approved on January 17, 1997. The committee has steadily progressed toward completion of its mission which is:
- The
IAPSS Standing External Committee will make recommendations to the Indiana
Professional
- Standards Board concerning:
· Standards that will serve as the basis for the preparation and licensure of district level administrators.
· The defining of knowledge, dispositions, and performances that education professionals require if they are to function responsibly as district level administrators.
· The use of draft standards prepared by the Interstate School Leaders Licensure Consortium (ISLLC) as partial basis for the development of standards for Indiana School Leaders.
· Other related activity including, but not limited to, preparation patterns, licensure, assessment, induction, and continuing education.
The committee has made significant progress toward completing its charge. Proposed standards for District Level Administrators were presented to the Board in November 1998. Final standards were presented to the Board in September 1999 and approved in November 1999.
- On
May 24, 2000, the committee presented assessment frameworks to the Indiana
Professional Standards
- Board Executive Committee for the following licensing areas:
o Superintendent
o Director of Exceptional Needs
o Director of Career and Technical Education
o Director of Curriculum and Instruction
District Level Administrators are participating in the Stage I pilot portfolio assessment project through Educational Testing Service (ETS) and in alignment with the Interstate School Leaders Licensure Consortium (ISLLC).
The Standing External Committee for District Level Administrators requests the support and approval of the Board to develop the following components toward implementation of a Stage 11 pilot. The Stage II pilot will involve all aspects of the two-year induction period necessary to complete the assessment and licensing process:
· Joint external committee of District Level Administrators and Building Level Administrators as the responsible committee to direct further efforts.
· Governance system for implementing and operating pilot study.
· Timelines,
· Monitoring Process.
· Selection of candidates, mentors, alternates forwarded to IPSB.
· Determination of a process for reporting both candidates' success and outcomes of pilot study.
· Plans for meetings with mentor teams.
· A support system of contacts for pilot participants with questions/concems.
· A final assessment plan for both stages of the two-year pilot.
· A problem-solving component to address unanticipated issues.
· A record-keeping mechanism for the pilot process.
· Incentives for participants.
· Initiation of first Professional Growth Plans at conclusion of the pilot study.
· A system to show individual progress by participants in each standard.
The committee hereby requests support and approval of these activities as a joint endeavor with the Building Level Administrators. We look forward to the completion of this important and involved project.
