Charge:

 

This is the third annual report for the Indiana Association of School Psychologists (IASP) External Standing Committee to the Indiana Professional Standards Board (IPSB). The formation of the external committee was approved originally on June 19, 1997. The IASP External Committee was given the charge to make recommendations and to assist the IPSB with implementing and regulating the practice of school psychology in the private sector, as per Public Law 153.

Progress Made:

1. Endorsement for independent practice certificates have been issued to 297 school psychologists who have met the grandparenting requirements. These individuals also received copies of Public Law 153, renewal requirements, ethical standards, and an explanation of the school psychologist’s responsibilities and limitations. Final action on grandparenting applications was completed.

 

2. A directory of the school psychologists who received their endorsement for independent practice was printed and distributed to those same school psychologists.

 

3. Application and supervision forms have been printed and distributed to school psychologists wishing to obtain the independent practice endorsement through the preceptorship procedures (non-grandparenting procedures).

 

4. The contractual agreement with IASP continues to be maintained to provide the necessary services for implementing Public Law 153.

 

5. Vacancies on the External Standing committee were filled for two representatives from higher education, one representative from the Indiana Professional Standards Board, one school administrator, and the committee chairperson.

 

Future Goals:

 

1. To recommend guidelines to the IPSB regarding the scope of practice for school psychologists with an endorsement. These standards of performance will be made after reviewing legal opinions and NASP/APA recommendations.

 

2. To print and distribute the above-mentioned standards of performance to all independently endorsed school psychologists.

 

3. To establish and maintain contact with governmental licensing agencies and university training programs for the purpose of providing information and application forms for obtaining an endorsement for independent practice in school psychology. 

 

4. To disseminate information regarding the endorsement for independent practice to newly-licensed school psychologists in Indiana. 

 

5. To seek internship sites and qualified internship supervisors for school psychologists seeking preceptorship experiences.

 

6. To develop renewal procedures for the independent endorsement which are expedient and coordinate easily with the IPSB procedures for licensure renewal.
