IASP External Standing Committee to the IPSB

April 20, 2000

 

Members present: John Baker, Ron Branca, Jane Boultinghouse, Graydon Estabrook, Dick Therrien, Kathy Snyder

 

Old Business:

 

A. Minutes from the November 5, 1999, meeting were approved.

 

B.   Newly-appointed members to the External Standing Committee were announced:

Jane Boultinghouse, Indiana Professional Standards Board

Dick Therrien, Chairman

Tom Huberty, Representative from Higher Education

David McIntosh, Representative from Higher Education

 

C. The committee reviewed the two applications for an existing vacancy on the committee. The committee recommended that Russell Dawson, Richmond, fill the vacancy as a school administrator representative.

 

D. Kathy Snyder informed the committee that the directory of school psychologist with endorsement for independent practice has been printed and distributed.

 

E. Kathy Snyder informed the committee that the application and supervision forms for non-grandfathering applicants are ready and being distributed. John Baker will send Kathy the list of university licensing advisors so she can distribute packets of forms to the training programs in Indiana. Kathy will send a sample cover letter to John Baker prior to sending the packets and cover letter to the universities.

 

F.  The committee discussed the renewal process and possible problems with the IPSB process of licensure renewal. Renewal dates and time periods are different for teacher licenses and endorsements for independent practice. The committee will attempt to simplify the process and work closely with IPSB to address these potential problems.  Endorsement renewals will begin in the fall of 2001.

 

New Business:

 

A. The committee discussed the vacancy on the committee for a teacher representative. Jane Boultinghouse recommended a teacher with whom she works. Jane will contact the teacher to inquiry about her desire and availability to serve on the committee.

 

B. The committee reviewed the legal opinion obtained by Bonnie Huxford with regards to interpreting the “normally expected to serve” clause as it applies to independent practice of school psychology. The committee agreed with the legal opinion and will develop and distribute a standard for performance for school psychologists endorsed in independent practice. Dick Therrien will write and distribute a draft of this statement.

 

C. Dick Therrien and Kathy Snyder will meet in the near future to review the work of this committee for Dick, who is assuming the position of chairman. Following their meeting, a date and time for the next meeting of this committee will be set.
