The Continuing Education Committee (CEC) of the Indiana Professional Standards Board (IPSB) was convened on April 13, 2000, at 8:30 a.m. in the 9th Floor Executive Committee Room, Indiana State Teachers Association (ISTA), by Ms. Briganti, Chair.

 III.  Issues/Questions examined as related to the CEC's charge:
   A. Each work group made their presentations and the committee as a whole developed a set of draft sample forms and experience points guidelines for teachers to organize their Professional Growth Plan activities and reports.
  B. Stephanie Hirsch, from the National Staff Development Council, shared her experiences related to professional development and teacher relicensing, particularly in Texas and Illinois. She also shared copies of articles.
   C.
Rather than solicit school corporations, the committee recommends recruiting individual teachers to participate in a "backmapping" pilot project. Some design features include:
  • experienced teachers will be asked to use the draft forms to work through how they would have developed a Professional Growth Plan and related reports, based on their experiences over the previous three to five years;
  • participants would be offered a $50 honorarium and a license renewal waiver;
  • regionally-based training would be provided by trained and paid trainers;
  • completed documents would be required to qualify for the honorarium and license renewal waiver; and
  • state-wide representation would be established by limiting participation to no more than two participants per school corporation if the number of applicants exceeds the number of available honoraria.

 The committee developed feedback to Tom Hansen about Version 1.0 of Draft Rule 3-4 - Renewal. The key feedback and/or questions include:

  • How "old" may the limited criminal history check be at the time of "application"? For example, would it be possible for an "official" application be submitted at year three of a five-year license period that, if successful, would extend the new expiration date an additional five years from the expiration date of the current license?
  • Add a third allowable method for renewing a teacher's license--the current method under Rules 46-47 for current license holders only. A teacher would have the option to use either of the other two methods, but if either of these other methods are used, the teacher would never be permitted to go back to the Rules 46-47 method. Other related adjustments to the Rules 46-47 method might be needed.
  • Professional Growth Teams (PGTs) for teachers are optional. If used, PGTs would be established by the teacher.
  • Related to the above item, but not in the proposed rule itself, teachers would be encouraged to establish Professional Growth Teams by receiving Professional Growth Experience "points" for establishing and using a team.

The meeting recessed at 3:00 p.m., for Thursday, April 13. It reconvened at 9:00 a.m. and adjourned at 3:00 p.m. on Friday, April 14.
