SUBJECT: License Renewal Pilots

At its May 19, 2000, meeting, the Continuing Education Committee reviewed (1) the draft teacher relicensing rule with Tom Hansen, Director of Legal and External Affairs, (2) an outline for the next pilot study, and (3) draft documents to be used in the pilot. The following recommendations reflect the committee's best thinking at this point in time regarding substantive changes to the design and piloting of teacher relicensing under the future standards-based system.

These recommendations were presented to the Executive Committee at its May 24, 2000, meeting. The Executive Committee unanimously approved the recommendations. In addition, the Board discussed the developmental activities leading up to these recommendations at its June 21, 2000, Discussion Session.

The specific responses to the current draft rule, an outline of the proposed pilot project, and the current draft of a manual to be used during the pilot are enclosed. The committee's recommendations related to substantive changes regarding the rule and pilot are listed below.

Recommendations:

1. Add a third allowable method for renewing a teacher's license–the current method under Rules 46-47 for current license holders only. A teacher would have the option to use either of the other two methods, but if either of these other methods were used, the teacher would never be permitted to go back to the Rules 46-47 method.

2. Make Professional Growth Teams for teachers optional. If used, the teacher would establish Professional Growth Teams.

3. Do not require the teacher's Professional Growth Plan to be approved by the Professional Growth Team, or any other body, before it may be implemented.

4. Rather than solicit school corporations, the committee will recruit individual teachers to participate in a "backmapping" pilot project as summarized in the enclosed outline. The Executive Committee will act on behalf of the Board for any necessary approvals related to implementing the pilot.
