Standing External Committee for Building Level Administrators

Selections for the February 9, 2000



Members Present: Edward Burkhalter, Cynthia Finney, Steve Heck, Miriam Matthews, Ena Shelley, Shawn Sriver and Earl Williams.



Members Absent: Kathleen Sherman, Rebecca Libler, Rich Roames, Lindan Hill, Debra Lecklider, Tom Hunter, Deana Renbarger, and Robert Brower



Discussion first focused on the presentation to the Indiana Professional Standards Board (IPSB) Executive Committee, scheduled for February 16. The committee agreed to the following format:


· Discuss the recommendation of a two-stage pilot program for the initial building principal's license. Level one consists of a pilot program with Educational Testing Service (ETS) and Interstate School Leaders and Licensure Consortium (ISLLC) involving both building level and district level administrators. Approximately 60% of the participants will be from building level ranks, with the remaining 40% representing district level positions covered by the district committee.

· Discuss the ETS contract.

· Discuss the ETS letter that articulates the advantages of collaborating with ETS in the initial pilot program.

· Ask the Executive Committee to approve these recommendations, enabling work to begin immediately.

· Share the application process for participation in the pilot.


The committee also discussed the need for a broader participation by members of the higher education community. Letters will be sent to all chairs of the educational administration programs across the state, inviting them to the March meeting. They will have an orientation session and participate in discussions regarding the application process for the pilot.


In advance of the meeting, members of higher education will receive copies of: the standards; the annual reports; Title II timelines; the February 16, 2000, recommendations memo; and, the pilot participants' guidelines.


Steve Heck will check with the other four states participating in the pilot with ETS so as to study their application process. Considerations for balance will be given to:


· 60% building level representation

· 40% district level representation

· demographics

· school population

· locale

· gender

· years of experience (2-5)

· university from which training was received


The application will be marketed through:

· superintendents' e-mail

· Indiana Association of School Principals (IASP) e-mail

· regional service centers

· committee members

· state superintendents mailing


The deadline for applications will be March 17, with the committee making selections at its next meeting. Additionally, the group agreed to invite three ex-officio members to serve from the District Level Administrators Committee. They will be at the next meeting.


Training for the pilot participants will be conducted at the April 12 meeting of the committee. Planning for that meeting will occur at the March meeting.

· mentor teams

· full review

· assessment questions (realism, time requirements, issues)

· governance (of Stage II pilot)

· numbers of participants

· balance issues

· committee's role and composition in the next year as it relates to assessing the pilot program.
