The IASP Building Level Administrators External Standing Committee

Selections for the January 12, 1999, Meeting

In attendance: Robert Brower, Ed Burkhalter, Cynthia Finney, Steve Heck, Deb Lecklider, Rebecca Libler, Miriam Matthews, Denna Renbarger, Richard Roames, Ena Shelley, Shawn Sriver, and Earl Williams.

Unable to attend: Lindan Hill, Tom Hunter, and Kathleen Sherman.

The committee opened with a brief review of the previous meeting, followed by a discussion of several major items.

Stage I – Pilot Portfolio Program.

Steve discussed the terms and conditions of the Portfolio Pilot Project with Educational Testing Services (ETS) and the Interstate School Leader Licensure Consortium (ISLLC). This stage will involve a minimum of 50 participants working with ETS.

Members of the committee discussed important elements of the process, including: selection process, oversight, and Title II funds.

Below are the anticipated timelines for the ETS project.

ACTION: To work with the ETS and the ISLLC in the development and field testing of the ISLLC Portfolio.

Consisting of 10 members: one representative from each of the five participating states, three CCSSO representatives, and two ETS staff members meet in fall 2000 to review all field test registration and administration materials and reach final consensus on how field test is to be administered.

Participate in the Portfolio Field Test

Field test will be conducted during spring 2000. ETS will design and print all the materials candidates will need to register for the field test and prepare to complete the Portfolio. Materials will include both a Portfolio registration bulletin and an administration package. Indiana will receive 100 Portfolio packets.

Candidates will be given time to complete and submit their portfolios.

Candidates will be given from spring 2000 until June 30, 2001 to complete and submit their portfolios.

June 30, 2001

Candidates

ETS will tabulate and report results of candidate feedback.

Data from candidate feedback will be collated and disseminated.

Fall 2001

ETS

ETS will perform an independent bias/fairness review of all Portfolio components and directions.

Bias/fairness review to be completed.

December 1999

ETS

ETS will produce and disseminate a quarterly newsletter to Portfolio field test candidates.

Newsletters will provide quarterly updates on where candidates should be in the completion of their portfolios.

Quarterly through June 2001

ETS

ETS will hold quarterly conference calls with all panel members.

Calls will provide updates on project activities and allow time for participating states to share relevant developments.

ETS will process and score all Portfolio field test materials as received upon the conclusion of the field testing.

ETS will produce all materials needed to score the candidate responses and conduct the scoring session.

Summer 2001

ETS and IASP

ETS will analyze all field test data.

Analyses will be designed to establish validity and reliability of the Portfolio and will include examinations of exercise performance overall and by gender, race/ethnicity, school grade level, type of school, and state.

Fall 2001

ETS

ETS will design an appropriate standard setting procedure to arrive at a passing score for the Portfolio.

A single panel from at least three states will agree on passing score.

Stage II – Pilot Portfolio Program.

This stage will involve the use of Professional Growth Teams and a much smaller sample population.

The committee discussed the scheduled February meeting of the IPSB Executive Committee, where this proposal will be shared.
