The Continuing Education Committee (CEC) of the Indiana Professional Standards Board (IPSB) was convened on September 21, 2000, at 8:30 a.m. in the 9th Floor Executive Committee Room, Indiana State Teachers Association (ISTA), by Ms. Briganti, Chair.

II. Materials reviewed as related to the CEC=s charge:

III. Issues/Questions examined as related to the CEC's charge:
A. Review of CEC Charge and IPSB Updates.
The committee reviewed its charge for the 2000-2001 school year. It discussed the status of the search for an agency Executive Director. It also discussed preparations for the 2001-2003 biennial budget request, particularly related to the Beginning Teacher Induction Performance Assessment Program.
B. Discussion of Backmapping Pilot and Next Steps.
The committee discussed the general activities and supporting considerations for the teacher license renewal backmapping pilot. A summary of the basic design, main activities and a calendar of the regional events follows:
1. Design.
a. Experienced teachers will be asked to use the draft forms to work through how they would have developed a Professional Growth Plan and related reports, based on their experiences over the previous three to five years.
b. Participants will be offered a $50 honorarium and a license renewal waiver.
c. Paid trainers will provide regionally based orientation and support.
d. Participants must submit completed documents to qualify for the honorarium and license renewal waiver.
e. Statewide representation will be established by seeking participation by two participants per school corporation. If more than two applications are received from teachers who work at the same corporation, participants will be randomly selected. The random selection process will be designed to reflect the statewide representation of elementary, middle, and high school teachers. More participants may be added based on pro-rated enrollments, subject to available funding.

C. Recap of Continuing Education Rules Development Process and Status.
The committee reviewed the Boards June 21, 2000, adoption of the recommendations to modify the proposed rules for teacher relicensure. It also discussed Tom Hansens presentation at the September 20, 2000, Board Discussion Session related to promulgating proposed rules for continuing education. Mr. Hansen recommended a direct transfer of the current teacher license renewal rules into the proposed rules for the 2000 promulgation process. He also recommended to enact rules based on the results of the continuing education pilots for the 2001 rules promulgation process. The committee asked Richard Frisbie to submit an agenda item for the October 18, 2000, Executive Committee meeting. This item will cover the committees request to change the effective date for beginning the new teacher license renewal procedures from January 1, 2002, to January 1, 2003.
D. Teacher Induction Committee Suggestion for Crediting Mentoring as a Professional Growth Experience.
The committee reviewed a request by the Teacher Induction Committee to increase the maximum amount of allowable Professional Growth Experience points for being a mentor of a beginning teacher. The committee decided to table the request until after it receives and reviews continuing education pilot reports from participating teachers in July 2001. The committee will revisit this request at its first Fall 2001 meeting.
E. Report from Linda Cornwell on Professional Development Topics.
Linda Cornwell, of the Indiana State Teachers Association, shared a copy of the document, Revisioning Professional Development: What Learner-Centered Professional Development Looks Like. She also shared some of her experiences participating in an informal discussion group at the Indiana Department of Education regarding Public Law 221 on education accountability, particularly as it relates to professional development as part of a school improvement plan. The committee requested Richard Frisbie report to them by its next meeting, about the IPSBs activities related to Public Law 221.
F. Schedule of Committee Meetings.
The committee established the following schedule of meetings for the 2000-2001 school year: October 20, 2000; March 22, 2001; and August 1-2, 2001. All meetings will be held from 8:30 a.m. to 3:00 p.m. at the Indiana State Teachers Association (ISTA) Executive Committee Room.
The meeting adjourned at 3:00 p.m. on Thursday, September 21, 2000.
