Proposal Submission Process for Mentor Training Programs

General Guidelines

The narrative portion of the proposal requests a program description to include the purpose, goals, and essential elements and other details pertinent to a training program for mentors. It is recommended that proposals be no longer than ten pages in length, excluding resumes.

Format

All proposals must:

1. Include a Cover Sheet following the format of the enclosed model form.
2. Include a narrative which addresses (no more than 2-3 pages):
    a. How the proposed entity is best suited to meet project expectations
    (Technical capacity and related experience);
    b. The process for selecting participants;
    c. The process to be used for including stakeholders required (Essential Elements points 5 and 7).
    3. Include a work plan describing key events, activities, time lines, and individuals responsible to ensure the requirements are met (use model provided).
    4. Include background information, expertise, and current assignment of personnel who will be primarily responsible for the management of specific tasks related to the program.
    5. Include the maximum number of participants.

Proposal Approval Process

The Indiana Professional Standards Board Teacher Induction Committee (TIC) will oversee the program approval process. The TIC will assign teams of portfolio scorers, TIC members, and or Mentor Faculty Trainers (MFT) to review and score the programs. The TIC teams will look for understanding of the program components, the capacity and process to meet program training guidelines, and capacity to achieve collaboration with other education stakeholders.

The TIC teams according to the criteria described in Appendix B will score all proposals. All entities submitting proposals will receive notification within six weeks of submission. The TIC teams may request additional information to the written proposal. If the program is not satisfactory, reasons will be sent to the entity submitting the proposal. An additional four weeks of turnaround time will be allowed if proposals are resubmitted.

Duration of Approved Program:

Programs approved may function for 5 years. Programs must be resubmitted by October 1st of the fourth year. The same program, an existing program with modifications, or an entirely new program may be submitted. It is expected that minor changes will occur during the program activity; however, major changes in program format or activity must be submitted for approval.

Annual Reports:

Annual reports will be submitted one month following the last session and will include the leadership personnel, number and names of program completers, program changes made during the training year, expected program changes in the future, and a reflection statement regarding the success observed. The TIC will monitor annual reports submitted by program providers.
