Members (consultants/staff) unable to attend: Shelly Furuness.
Others in attendance: Christa Dobbs, Dick Frisbie, Tom Hansen, and Glenn Tebbe.
The TIC meeting was convened on December 8, 2000, at 9:00 a.m. in Conference Room A and B at the IPSB offices at 251 East Ohio Street in Indianapolis.
I. Consultations with representatives of education stakeholder groups: None.
II. Materials reviewed as related to the group's charge:
A. Minutes of the November 1, 2000, TIC meeting
B. Induction Program and Portfolio Assessment Eligibility of Beginning Teachers in Non-Accredited Private Schools
C. Proposed Induction Timeline

III. Issues/questions as related to the group's charge:

A. The committee approved the minutes from the December 8, 2000, meeting.

B. Sheridan Rayl reported the Board's action to approve a Mentor Training Program Submission Pilot. Participants who are training to be Mentor Faculty Trainers will be listed with the message to organizations interested in submitting a proposal.

C. Sheridan Rayl reported on the forum held in Indianapolis and sponsored by the North Central Regional Educational Laboratory (NCREL) regarding the implementation of professional development initiatives described in Public Law 221, 1999.

D. Sheridan Rayl reported on the two sessions sponsored by the Indiana Council on Quality Teaching for Student Learning (ICQTSL) in Indianapolis, November 9, 2000, and December 6, 2000.

E. Steve Yager presented the recommendation to the Executive Committee regarding the memorandum - Induction Program and Portfolio Assessment Eligibility of Beginning Teachers in Non-Accredited Private Schools. The Committee sent a recommendation to the Executive Committee for their consideration with the following conditions for inclusion of non-accredited private school beginning teachers in the new induction program:

· A trial period be established in which comparative data may be gathered for up to 5 years;
· Mentors of beginning teachers be licensed and complete or be in mentor training through a state approved program;
· Institutions do not receive support funds, but mentors may receive stipends; and
· Home schools are excluded in the induction program.

F. The committee reviewed the memorandum-Proposed Induction Timeline. Following a discussion of the issues regarding the need to move forward with the induction program, a few changes were made to the recommendation that was sent to the Executive Committee in December for consideration by the Board in January.
