RE: Proposed Criteria for Identifying Low-Performing Institutions

Title II, section 207, of the 1998 Higher Education Act, requires each state to develop "procedures for (1) identifying low-performing teacher preparation programs within institutions of higher education and institutions at risk of being considered low-performing; and (2) providing assistance to low performing institutions (see section 208 of Title II)." The Teacher Education Committee (TEC) reviewed and approved the attached guidelines during its November 10, 2000, meeting.

The "Indiana Plan for Title II Reporting Requirements of the Higher Education Act" was submitted on October 4, 2000 to the U. S. Department of Education. In that document it was stated that the procedures for identifying low-performing teacher preparation programs were under review and development. Prior to the October 7, 2001 submission deadline for the first annual report, states are required to have adopted and implemented procedures for identifying low-performing institutions.
