Subject: Proposed Induction Timeline
At its November 14, 2000, meeting, the Executive Committee discussed concerns about adequate funding to implement the Beginning Teacher Induction Performance Assessment Program (BTIPAP) according to the established transition timeline. This timeline would have BTIPAP begin with the Fall 2001 semester. The Executive Committee presented its concerns at the Board Discussion Session on November 15, 2000. At the following Business Meeting, the Board postponed action on the induction timeline until its January 24, 2001, Business Session.
After reviewing input from the Teacher Induction Committee, the Governor's Office and other education constituents, the Executive Committee believes it is important to keep moving forward with the teacher preparation and licensing redesign transition timeline. Specifically, the Executive committee believes it is important to begin statewide implementation of BTIPAP in the fall 2001 semester for all beginning teachers in those disciplines that are adequately funded by the Indiana General Assembly and have the necessary leadership and other implementation capacity. Remaining disciplines, if any, will begin, as funding and capacity are available. In addition, the Executive Committee believes preservice candidates should have a clear message regarding the type of license they will receive after graduation.
Based on these beliefs, the Executive Committee's recommendation would result in the following:
Program Completers - Spring 2001
Receive an original, five-year renewable standard license under the current Rules 46-47.
Program Completers - After Spring 2001
Unless a program completer is recommended for a nonrenewable Initial Practitioner license under Rules 2001 by a Professional Education Unit under its Unit Assessment System, that program completer will receive an original, five-year renewable standard license under the current Rules 46-47.
Beginning Teachers - Fall 2001
Begin statewide implementation of BTIPAP in the fall 2001 semester for all beginning teachers in those disciplines that are adequately funded by the Indiana General Assembly and have the necessary leadership and other implementation capacity.
The beginning teacher will surrender the Rules 46-47 license when submitting an induction portfolio for assessment as part of the Proficient Practitioner license application.
If the beginning teacher successfully completes the portfolio assessment, a renewable, 5-year Proficient Practitioner Rules 2001 license will be issued.
If the beginning teacher does not successfully complete the portfolio assessment, the original Rules 46-47 license will be returned to the teacher, and the teacher will be subject to all applicable requirements for unsuccessful portfolio submissions.
Remaining disciplines, if any, will continue in the Beginning Teacher Internship Program (BTIP).
Beginning Teachers - After Fall 2001
Begin statewide implementation of BTIPAP for all beginning teachers in those additional disciplines that are adequately funded by the Indiana General Assembly and have the necessary leadership and other implementation capacity.
If a beginning teacher holds a standard Rules 46-47 or Initial Practitioner Rules 2001 license when submitting an induction portfolio for assessment as part of the Proficient Practitioner license application, the beginning teacher will surrender the license with the application.
If the beginning teacher successfully completes the portfolio assessment, a renewable, 5-year Proficient Practitioner Rules 2001 license will be issued.
If the beginning teacher does not successfully complete the portfolio assessment, the standard Rules 46-47 or Initial Practitioner Rules 2001 license will be returned to the teacher, and the teacher will be subject to all applicable requirements for unsuccessful portfolio submissions.
Remaining disciplines, if any, will continue in the Beginning Teacher Internship Program (BTIP).
Recommendation:
The statewide implementation of the Beginning Teacher Induction Performance Assessment Program will begin for those who start teaching in the fall of 2001 with the initiation of disciplines that may be adequately funded and supported with the essential capacity of leadership and that the Timeline of Intent be adjusted to allow preservice graduates by June 30, 2001, to receive a standard five-year license under the current Rules 46-47.
