SB 0172: Transition-to-Teaching Permits

In the past legislative session, the legislature passed SB 0172. This bill, called the teacher shortage bill, calls for the creation of a transition-to-teaching permit. Creates a transition-to-teaching permit

  • Designed for individuals who can verify that they have been accepted into a transition-to-teaching program
  • Is valid for three (3) years
  • Only available in shortage content areas and shortage districts as defined by the State Board of Educatio
  • Works much like the emergency permit in that the superintendent must make the request after verifying that there are no qualified teachers available and that the teacher is the best candidate
  • May successfully complete the mentoring portion of IMAP under this permit
  • Is non-renewable

Upon completion of the requirements of the transition-to-teaching program, would be granted the initial practitioner license in the content area and would need to complete the portfolio portion of the IMAP program during the initial practitioner licensing period

The application process will be similiar to the process for the emergency permit. However, a separate application and approved confirmation form will be created. All of the specific details (including the identification of the shortage content areas and districts) have not yet been determined. As soon as we know more of the details, we will update you. July, 1, 2006 Deadline for Additions and Exceptional Needs Licensure Changes

We have held the public hearings for Articles 8 (Exceptional Needs Licensure Changes) and Article 9 (July 1, 2006 Deadline for Additions). In addition, the advisory board gave final blessing to these changes at the March 22 advisory board meeting. The next step is to move the rules to the Attorney General's Office. We will continue to update you on the progress of these two rules. A brief summary of these is listed below:

Article 8--Exceptional Needs Licensure Change

This rule eliminates the requirement for Mild Intervention to be one the license before the applicant can obtain Intense Intervention, Hearing Impaired, and Visually Impaired and changes the name of the license for Hearing Impaired to Deaf and Hard of Hearing and the license for Visually Impaired to Blind and Low Vision. The rule also corrects an oversight in the Reading Specialist section.

Article 9--July 1, 2006 Deadline for Additions

This rule eliminates the deadline for adding areas to a Rules 46-47 or Bulletin 400 license. The rule allows individuals to add to these licenses under Rules 46-47 requirements after July 1, 2006. The rule still requires all original licenses issued after June 30, 2006, to be under the requirements of Rules 2002.

We will let you know when these rules complete the process. Please note that it is very possible that the rule may not go into effect until after July 1, 2006. Once we have a better idea of this, we will let you know (and let you know what alternatives we have).
