July 1, 2006 Deadline for Original Rules 46-47 Licensing Recommendations

A number of licensing advisors have expressed concern about some applicants who are seeking a Rules 46-47 license who have signed up to take the June 10, 2006 test. Per the rule, I cannot make any exceptions to the July 1, 2006, deadline. However, we can still work with these applicants. The rule indicated that the person's application packet needs to be in our office with a postmark no later than June 30, 2006. If the primary documents arrive prior to this time, but are incomplete, this does not prohibit us from still accepting them. Therefore, to assist these people, we will need to do the following:

1) The applicant who wishes to have an original license issued under Rules 46-47 MUST have their application packet postmarked June 30, 2006, or before. If applications are hand-delivered, they must be in our office no later than 4:30 p.m. Indianapolis time on Friday, June 30, 2006. The application should be complete except for the test score.

2) We will place the application in pending until the test score is received. Upon receipt of the test score, we will print the license.

3) In order to highlight these applications, we are asking that you attach the enclosed form to the top of the application packet so that we can easily identify these people. Please send it attached to all other application materials to:

Note #1: The office policy is to hold materials for up to sixty (60) days. If we do not receive the test score within sixty days of the date we receive the application packet, we reserve the right to ask for a new application packet, which would render the above process null and void and require us to hold the person to Rules 2002 licensing requirements.

Note #2: It is essential to note that if the person does not pass the exam on June 10, then s/he would not be eligible for the Rules 46-47 license. In addition, because we have non-refundable fees, we would not be able to refund the fee and would be required to request a new fee when the person successfully completed the exam.


Update on July 1, 2006, Deadline for Additions to or Professionalizations of Licenses Under Rules 46-47, Bulletin 400, or Bulletin 192

There is good news concerning this issue. We have received the authorization to proceed from the State Budget Office and Governor's Office on this rule. While it still is not official, it appears that it will be.

I would anticipate that the rule will go into effect in mid-September. It could be sooner, but (barring any unforseen issues), mid-September would be the worst case scenario.

Now that we are confident that the rule will be successful, we can assist those who need the addition or professionalization between July 1 and the rule's implementation date.

We will accept applications from licensing advisors as we normally would (with the appropriate recommendation form). Using your recommendation form, we will issue to the applicant a special letter which will indicate that the applicant is eligible for the addition and that the license will be processed as soon as the rule's implementation date arrives. This letter, which the applicant can share with his/her school corporation as verification, will serve as assurance that the person will have the addition or the professionalization.

When we receive official notification that rule has passed, we will expedite the printing of the new license for all persons who received the special letter. We will provide an example of this special letter for a future newsletter.
