TEACHER EDUCATION AND LICENSING!!
IMPORTANT REMINDER!!

The last opportunity to issue Rules 46-47 licenses to Transition to Teaching (T-to-T) program completers was July 1, 2006. As stated in the December 1st, 2006 Advisor Update, ONLY individuals who DO NOT already hold teaching licenses may be considered for a T-to-T program. Additionally, ALL licenses issued to T-to-T program completers MUST be issued under Rules 2002.

EARLY CHILDHOOD PREPARATION
Individuals licensed in content areas with “All School Settings” are eligible to teach the content area to students in pre-kindergarten through twelfth grade.  This is based on the fact that each person who completes the requirements for "All School Settings," must complete all four developmental standards.

LICENSING

I. License Professionalization – Bulletin 400 / Rules 46-47: 

For persons who have a Bulletin 400 Provisional license or Rules 46-47 Standard license, the following information covers the requirements to "professionalize" these licenses:

A.  Teaching Licenses: 

1.  Possession of a Master's degree from a regionally-accredited institution.

2.  5 years of teaching experience in accredited schools in at least one content area on the license, and at grade level covered by the license.

3.  For elementary licenses:  15 graduate semester hours of course work in elem. Ed. 

4.  For secondary & 5-12 licenses:  the specific professionalization coursework requirements as specified in Rules 46-47 for each content area on the license.

B.  Administrative Licenses:

1. Elementary or Secondary Administration

a)  5 years of administrative experience in accredited schools in a building covered by the license.

b)  60 graduate semester hours of course work in any combination of school administration &/or professional education &/or cognate teaching areas on the teaching license.

2. Superintendent:

5 years of central office administrative experience in accredited schools.
 A reminder that the Professional, 10-year license is available for persons licensed under Bulletin 400 and Rules 46-47, one time.  The Professional license may be renewed for periods of five years.  When renewing a Professional license, the renewal course work MUST BE no older than five years from the date of the application to renew.

II. License Renewal – Bulletin 400 / Rules 46-47: 

Licenses issued under Bulletin 400 and Rules 46-47 may be renewed via one of the following options:

1.  Completion of 6 semester hours of course work in professional education (meaning EDUC, EDU or ED course work) &/or in any of the content areas listed on the license.  These six semester hours must have been completed within 5 years of the date of the application to renew.

2.  Completion of 90 Certification Renewal Units - CRU's.  CRU's are awarded by entities that have been pre-approved by the Division of Professional Standards, and are listed on certificates or letters with Division of Professional Standards letterhead.   As with course work CRU's MUST BE NO OLDER than five years from the date of the application to renew the license.

3.  Completion of a Professional Growth Plan - PGP.  The PGP is an option for persons licensed under Bulletin 400 or Rules 46-47.  It is the ONLY WAY to renew licenses issued under RULES 2002.

The PGP is a "cafeteria-style" approach to renewing a license, and consists of 20 categories of professional development experiences/activities.  Persons can earn 1 PGP point for each contact hour of eligible professional activity.  As above, PGP activities must have been completed within 5 years of the date of the renewal application for the license.

Please note: Those with Bulletin 400 or Rules 46-47 licenses who opt to renew with a PGP, must use the PGP to renew their licenses for the rest of their professional career.
