Beginning Teacher Internship Program (BTIP) 2002-03
This is a reminder to principals that the Statement of Beginning Teacher's Principal forms for their beginning teachers are due on May 15th to the IPSB Division of Assessment. The forms will not be mailed to principals but may be found on the web at

Principals are also reminded to sign the back of the beginning teacher's original license to indicate successful completion of the internship.
Beginning Teacher Assessment Program (BTAP)
The biennial budget that was recently passed by the General Assembly and would go into effect July 1, 2003 included over $4.6 million each year of the biennium for support of beginning teachers. HB 1001 also included language that entitled each mentor to a maximum annual stipend of $600 to be paid from the appropriation.
The Beginning Teacher Assessment Committee will be meeting next week to review funding and to develop a recommendation for implementation of the two-year beginning teacher support and assessment program. The IPSB will consider that recommendation at the May 20 meeting of the Executive Committee and the May 21 Board meeting.
Public Hearing on Rule 9
Please note that the Public Hearing on Rule 9, originally scheduled for April 30, has been postponed until May 27, 2003, at 10:00 a.m. This will also delay the Board vote on Rule 9 to the June meeting. Rule 9 deals with application procedures and permits. Because permits are scheduled to go into effect in July of 2004, this delay will not affect the implementation date.
Substitute Permits
The IPSB is currently accepting applications from school corporations for the new substitute permit that is valid for three years. All substitute licenses that were issued as part of the five-year pilot project expire June 30, 2003 so current substitute teachers will need to apply for the new permit prior to the 2003-04 school year. The first Transition to Teaching licenses were issued in January to persons who had completed programs for degreed career changers that were funded as part of the Title II Teacher Quality Enhancement project. We anticipate issuing licenses to persons who were first enrolled in Fall 2002 as they complete their programs this spring. Since Transition to Teaching teachers must meet the same testing and licensing requirements as those who complete traditional programs, we will be attempting to track the number of persons who are licensed through this program.
There will be additional cohorts and classes starting in the Summer 2003, including programs for career changers who are interested in special education. We will continue to collect and report enrollment data by content area.
