Beginning Teacher Assessment Program (BTAP) 2003-04
At the May 20, 2003, meeting, the IPSB approved the following:
- For the 2003-2004 academic year, mentors of beginning teachers receive
the full $600 stipend.
- For the 2003-2004 academic year, release time payments are allocated for
collaboration between the mentor and beginning teacher during the school
day.
- All other aspects of the Beginning Teacher Internship Program remain in
effect and apply to all beginning teachers.
The Board also approved assignment of mentors to beginning teachers. For the
2003-2004 academic year, the first priority for assignment of a mentor should
be an individual who has participated in an IPSB approved standards-based mentor
training program, or is currently enrolled in an IPSB approved standards-based
mentor training program. If an IPSB standards-trained mentor is not available
for assignment, a mentor who meets the requirements of the district's approved
Local Plan for the Beginning Teacher Internship on file at IPSB may be assigned.
The mentor must be a teacher with outstanding teaching skills and the
ability to guide a beginning teacher toward attaining the skills and practices
required to become an effective teacher.
In July, a memo will go out to superintendents regarding enrollment in the
Beginning Teacher Assessment Program. In 2003-04, all beginning teachers will
experience a minimum of one year of support from a mentor.
Mentor Stipend Payments 2002-03
Stipends for mentors of beginning teachers that were not processed in March
have been sent to school corporations. These include payments for teachers
enrolled after the deadline as well as those who received their licenses in
the spring. To date, 2916 mentor payments for beginning teachers have been
completed.
Rules 2002 Program Approval
During the 2002-2003 academic year, preparation programs
have had the opportunity to determine which of their approved programs they
would keep and modify to meet the performance-based standards requirements
of the new Rules 2002 licensure framework. Programs have also submitted new
licensing areas for approval under Rules 2002. The Rules 2002 program chart
available at www.doe.in.gov/dps/licensing/apbyschool2002/ shows
those programs that have been approved by the Teacher Education Committee and
the IPSB. Existing and future Rules 2002 programs will not be formally reviewed
by the IPSB in the same manner as the previous folio review process. Instead,
this review will occur at the time of the accreditation visit when the team
examines all programs offered by an institution.
