State Board of Education Gives Notice of Intent to
Adopt Special Education Rules

The Indiana State Board of Education has given the Indiana Legislative Services Agency notice of its intent to adopt special education rules to implement the reauthorized federal law, the Individuals with Disabilities Education Act, and the federal regulations interpreting the law.

The State Board received recommendations regarding the special education rules from the State Advisory Council for the Education of Students with Disabilities and the Indiana Department of Education.

The document includes information regarding five committees convened by the Department of Education to provide input on the rewrite of Article 7.

Fiscal impact and cost benefit analyses of the proposed changes in the special education rules are being prepared by the Center for Evaluation and Education Policy (CEEP) at Indiana University. The preliminary results of these analyses will be presented to the State Board at its April 2, 2008 meeting. The final results of these analyses will be presented to the State Board at its May 7, 2008 meeting.

The State Board will hold public hearings for LSA Document #08-112 (Article 7) on the dates listed. Interested persons may appear at the hearings and present testimony. Depending on the number of persons wishing to testify, the length of oral testimony may be limited.

Written statements of any length will be accepted, and submission in advance is encouraged. Written statements may be turned in at the public hearing or sent in later but must be received no later than May 23, 2008. If mailed, please use the following address:
