Pursuant to Article 7 (511 IAC 7-45-1), any individual, group of individuals, agency, or organization may file a complaint with the Division of Exceptional Learners when they believe the school corporation or special education planning district is violating state or federal laws that apply to special education programs. Within 40 days of receiving the written complaint, the Office of Legal Affairsaccepts and investigates complaints on behalf of the Division, determines whether a violation has occurred, and issues a report. If a violation is found, the complaint investigator also determines what corrective action must be taken and monitors compliance. For easy reference, the last two digits of the number assigned to the complaint indicate the year in which the complaint was filed (e.g., Complaint number 1508.00 was filed in the year 2000).
