Transition to Early Childhood Special Education
A Guide for Parents of Children with Disabilities

On or before the third birthday, a child moves from First Steps Early Intervention services (First Steps) to Early Childhood Special Education services and/or other community services. Moving from program to program is called transition. This guide is to help parents understand what happens when their child makes the transition from First Steps to Early Childhood Special Education. Parents need to be aware that there is a plan for transition and that there are regulations that guide the process. A child’s transition from First Steps to Early Childhood Special Education should be a time of collaboration among parents, First Steps, and school personnel.
