ESEA Flexibility Waiver
Indiana has been granted a Flexibility Waiver for the Elementary and Secondary Education Act's (ESEA) outdated federal Adequate Yearly Progress (AYP) requirements in exchange for challenging but attainable expectations for student growth and performance. Federal turnaround restrictions and requirements have been exchanged for state intervention plans based on students’ needs. Indiana has also focused on highly qualified teacher provisions in exchange for more meaningful educator evaluations and development; and, instead of restrictive federal funding guidelines, Indiana will follow state-level funding policies that support excellence and are student focused. Resources addressing the school improvement section of the waiver can be found below.
