Partners Against Hate, a joint
initiative of the Department of Justice's Office of Juvenile Justice
and Delinquency Prevention and the Department of Education's Safe
and Drug-Free Schools Program, has published "Investigating
Hate Crimes on the Internet." It defines hate crimes,
describes the principal Federal and State hate crime laws, and
examines a number of cases. In addition, the brief outlines legal
elements involved in the investigation of Internet hate crimes
and provides information about the difficulties of prosecuting
such crimes. You may access "Investigating Hate Crimes on
the Internet" at http://www.partnersagainsthate.org/publications/investigating_hc.pdf.
