Data and Public Records Request
Indiana’s Access to Public Records Act (“APRA”), Indiana Code §5-14-3-1 et seq., provides the framework for requesting information from a governmental agency. Moreover, APRA states that, “it is the public policy of the state that all persons are entitled to full and complete information regarding the affairs of government and the official acts of those who represent them as public officials and employees.” (Indiana Code §5-14-3-1) However, some public records may not be disclosed under various circumstances, or may be disclosed at the discretion of the agency.
Pursuant to Indiana Code § 5-14-3-3, the Indiana Department of Education REQUIRES ALL RECORDS REQUESTS TO BE MADE IN WRITING. Please submit your request by either email or mail to:

Data Share Agreements
The Family Educational Rights and Privacy Act (FERPA), 20 U.S.C. §1232g, 34 C.F.R. Part 99 permits, but does not require, the disclosure of student level data to organizations conducting studies for, or on behalf of, educational agencies or institutions to:
(A) Develop, validate, or administer predictive tests;
(B) Administer student aid programs; or
(C) Improve instruction.
Any organization conducting a study for, or on behalf of, an educational agency or institution that desires to use student-level data obtained from the Indiana Department of Education must agree to abide by the requirements of FERPA.
Failure to comply with the requirements of FERPA may result in a complaint filed with the U.S. Department of Education’s Family Policy Compliance Office (FPCPO) and additional sanctions, including, but not limited to, the denial of future data requests.
ALL REQUESTS FOR DATA SHARES NEED TO BE MADE IN WRITING. Please submit your request to firstname.lastname@example.org.
