RE: Indiana English Language Proficiency (ELP) Standards

The Division of Language Minority and Migrant Programs is pleased to present the Indiana English Language Proficiency (ELP) Standards for Kindergarten through Grade 12. The ELP Standards are available at www.doe.in.gov/lmmp/.

As required by No Child Left Behind, the English Language Proficiency (ELP) Standards

  • address the development and attainment of English language proficiency by language
    minority students at grades K-12;
  • address the domains of listening, speaking, reading, writing, and comprehension; and
  • are linked to the academic content achievement standards in English/LA and
    Mathematics.

The organization of the ELP Standards includes indicators at each level of English proficiency, Level 1 (Beginner) to Level 5 (Fluent), to describe what students at each level should know and be able to do.

The ELP Standards are not intended to replace the English/Language Arts Academic Standards, but rather serve as a classroom tool for informing instruction and assisting teachers in evaluating limited English proficient (LEP) students’ progress in their acquisition of English proficiency. They also facilitate the alignment of curriculum between English language development services and the general education program. This New resource will assist in access to the mainstream curriculum in order to increase the potential for LEP students to participate in the general education program.

WestEd, a nationally renowned educational research organization, reviewed the ELP standards and determined that, “the standards are clear, describe appropriate progression from Beginner to Fluent English Proficient, are linked to Eng/LA standards, and reflect English language acquisition theory.”

The ELP Standards were developed through a collaborative process and the extensive time and diligent work of those who participated is greatly appreciated.

Each school, library, and superintendent in the state is receiving a copy of these standards; to request additional copies please contact the Division of Language Minority and Migrant Programs at (317) 232-0555 or (800) 382-9962.
