It was a day of celebrating the arts in Indiana when nearly 300 people attended the 2003 Governor's Arts Awards luncheon October 23, 2003 at the Crowne-Plaza Hotel in downtown Indianapolis. It was the 15th awards ceremony since the bi-annual presentations began in 1973.

The awards, sponsored jointly by the Indiana Arts Commission and the Office of the Governor, were presented by Governor Joseph E. Kernan and IAC Chairman Jim Bodenmiller.

Recipients included world renowned violinist Joshua Bell, Bloomington; Historic Downtown Rising Sun Program and the City of Rising Sun; Eric Rogers and Arts Place, Inc., Portland; Old National Bancorp, Evansville; Eugene and Marilyn Glick, Indianapolis; and late Governor Frank O'Bannon (posthumously) and former First Lady Judy O'Bannon.
