The No Child Left Behind (NCLB) Act of 2002 requires that by 12/31/06 all students reach technological proficiency by the end of the eighth grade, regardless of race, ethnicity, gender, family income, geographic location, or disability. Middle schools must report their eighth grade students’ technology proficiency.
While the US Department of Education has not provided a definition of technology literacy, the Indiana Department of Education in conjunction with State Education Technology Directors Association (SETDA) came together and established on the following definition—“Technology literacy is the ability to responsibly use appropriate technology to communicate; solve problems; and access, manage, integrate, evaluate, and create information to improve learning in all subject areas and to acquire lifelong knowledge and skills in the 21st century.”
Technology Literacy Matrix
A technology literacy matrix was developed by the Office of Learning Resources, with assistance from North Central Regional Education Laboratory, by overlaying the National Education Technology Standards for Students (NETS) and the Indiana Academic Standards. This matrix illustrates where the NETS standards are embedded in the Indiana Academic Standards in 3rd through 8th grade English/Language Arts, Science and Social Studies. When the Academic Standards are taught, as written utilizing technology as described in the standards, students will have been exposed to all of the NETS standards. If your students are submitting the products outlined in the standards, including research papers and multimedia presentations, their products will demonstrate technology literacy.

Technology Integration Curriculum Frameworks
To assist schools in the preparation of technological proficient students, a group of teachers in the state created curriculum frameworks that integrate technology literacy elements in standards-rich lessons.
