In the event that a school receives an “F” in the fifth year after initial placement in the lowest category (year 6 of F), the SBOE may designate the school a turnaround academy under SBOE intervention.

SBOE Final Determination Options under IC 20-31-9-4(b) include:

  1. Merge the school with a nearby school that is in a higher category.
  2. Assign a special management team to operate all or part of the school.
  3. Approve the school’s plan to create a transformation zone.
  4. Approve the school’s plan to create an innovation network school.
  5. The Department of Education’s recommendations for improvement.
  6. Other options for school improvement expressed at this public hearing.
  7. Closing the school.

Special Management Team – Turnaround School Operators

Turnaround School Operators (TSO) were assigned to five Indiana schools as a State Board of Education (SBOE) Intervention in 2011.  A request for proposal (RFP) process was conducted to determine which TSOs would be placed in schools.  Original recommendations from SBOE can be found here: http://www.in.gov/sboe/files/2011_aug-special-minutes-approved.pdf.  Updates to TSO interventions can be found on the SBOE website: http://www.in.gov/sboe/2427.htm.  SBOE removed EdPower as a TSO and returned Arlington Community School to Indianapolis Public Schools (IPS) at the March 2015 board meeting.

Other Options – Lead Partners

Lead partners have been assigned to six Indiana schools, since 2011, as a State Board of Education (SBOE) Intervention.  Original recommendations from SBOE for the first schools in 2011 can be found here: http://www.in.gov/sboe/files/2011_aug-special-minutes-approved.pdf.  Updates over the years can be found in SBOE meeting minutes: http://www.in.gov/sboe/2427.htm. SBOE removed Broad Ripple Magnet High School from intervention at the May 2016 board meeting.
