Re: Advisory for Carpenter Manufacturing, Inc. School Buses

This
electronic communication is in follow-up to the April 21, 2003
e-mail communication concerning Carpenter Manufacturing, Inc.
school buses. The division continues to monitor and research this
issue.
Additional communications will be provided as information is learned.
- Visual
inspections of the Carlin rail, roof bows, and side rails is
vitally important on all bus types of Carpenter school
buses. (See illustration)
- The
inspections should be done by someone qualified to inspect and
evaluate welds or welding defects or deficiencies
- Regular
re-inspection is encouraged for buses that remain in service
which do not show any welding defects or deficiencies.
- There
will be no Safety Recall notification from the National Highway
Traffic Safety Administration because the Carpenter company is
out of business.
- At
this time, there is no official repair or fix advisory,
since that is normally the responsibility of the original manufacturer
of the vehicle.
- The
pupil transportation industry is working with various safety
organizations to determine if a reasonable and practicable repair
or fix can be developed.
- In
the meantime, the appropriateness, adequacy and performance of
any repair becomes the responsibility of the party effecting
the repair.
